Responsibilities: <br />CMs are responsible for: <br />• Developing expertise around assigned departments <br />• Applying this learning to development of strategic policy & legislation to support the Mayor and City <br />Council s shared priorities for the City. <br />• Sharing the learning with fellow CMs to leverage innovations across departments, especially for <br />those issues that involve multi -departmental response <br />• Refraining from any direction of or management over, departmental work and operations <br />Process* <br />• Each CM will meet with a team from their assigned department(s), at the start of the year to <br />a) learn about each department's annual strategic goals and priorities; <br />b) map out opportunities for immersive learning within each operational area; <br />c) agree on frequency and level of communications regarding learning opportunities and <br />upcoming departmental actions1 L <br />• The intention of this immersive learning will be on listening, observation, inquiry and relationship <br />building <br />• The expectation is for each CM to participate in an immerssve learning opportunity 2X a month. <br />• Each CM will meet with this departmental team 1X a quarter to assess progress, expand the inquiry <br />and refine the learning process �. <br />• Meetings for the year will be set in advance for optimal planning forll parties <br />Communication Protocols: <br />• CM will direct any requests for more information to the Department Director (or assigned substitute) <br />• Departmental staff will acknowledge receipt of all CM requests and offer a timeline for response <br />• CM will share departmental communication with other CMs <br />• CM will not share departmental communication directly with the public unless acknowledged by the <br />department or Mayor/Executive staff as 'available for public review' <br />Council Convenings: <br />• Council will continue to meet as a Committee -of -the -Whole on a weekly basis <br />• Council could share 'updates' similar to liaison reports at the start of each regular meeting <br />• Council could 'workshop' each City Priority for more depth as needed, with each CM leading a <br />discussion of their City Priority and opening space for questions and dialogue with all CMs <br />Staffing Support <br />• Council should consider a staffing model to include a full-time policy staff member to support CMs in <br />research and ways to apply the immersive learning to legislative initiatives and priorities <br />• Committee -of -the -Whole Meetings will be supported by Administrative staff as they are now <br />(Clerk's Office, Technical support, Council Admin, Deputy Mayor Executive Director, and any <br />Administration staff needed to present on policy/legislation) with an expectation in 2021 to <br />streamline agenda preparation <br />2 <br />7 <br />
