Everett Mayor/Council Collaborative Leadership Structure: A Pilot Project for 2021 <br />Goals: <br />• Further develop Councilmember (CM) expertise in city's operational assets and challenges <br />• Create the foundation for a functional strategic leadership team (Council + Mayor) <br />• Model more Administrative transparency to build trust and allow for enhanced policy innovations <br />• Clarify role and responsibilities of City Council vis-a-vis the Administration <br />Assignments: <br />• Each Council Member will be assigned a City Priority involving one or more city departments and <br />includes some consolidated liaison assignments within each one. <br />• The primary contact for CM assignments will be the Department Director loran appointed substitute) <br />• Terms for each City Priority will be set for one year. If the pilot is extended, terms could be set for two <br />years to allow for the greatest learning and immersion. <br />• Opportunities for Council to provide input to the Council President on assignments will be done prior to <br />the start of each term. <br />• Terms will begin at the start of the calendar year with the exception of 2021. Terms in 2021 will begin in <br />February or March of 2021. <br />• Budget/Finance will be a purview of the whole Council with no single CM assignment. For at least the <br />remainder of 2021 the Budget Sub -Committee Chair position will be "retained by CM Murphy <br />4> 2021 Regional liaison work will not change (Le.
