Everett Mayor/Council Collaborative Leadership Structure: A Pilot Project for 2021 Goals: • Further develop Councilmember (CM) expertise in city's operational assets and challenges • Create the foundation for a functional strategic leadership team (Council + Mayor) • Model more Administrative transparency to build trust and allow for enhanced policy innovations • Clarify role and responsibilities of City Council vis-a-vis the Administration Assignments: • Each Council Member will be assigned a City Priority involving one or more city departments and includes some consolidated liaison assignments within each one. • The primary contact for CM assignments will be the Department Director loran appointed substitute) • Terms for each City Priority will be set for one year. If the pilot is extended, terms could be set for two years to allow for the greatest learning and immersion. • Opportunities for Council to provide input to the Council President on assignments will be done prior to the start of each term. • Terms will begin at the start of the calendar year with the exception of 2021. Terms in 2021 will begin in February or March of 2021. • Budget/Finance will be a purview of the whole Council with no single CM assignment. For at least the remainder of 2021 the Budget Sub -Committee Chair position will be "retained by CM Murphy 4> 2021 Regional liaison work will not change (Le. Sound Transit liaison remains CM Roberts) • nIwnca...vc ... .,..F....t,.,. a Assignment Areas Committees Economic & Cultural Vitality Includes: • Arts, Culture and Events - Economic Development Advisory Committee • Economic Development • - Cultural Arts Commission • Library - Library Board Planning & Community Development Includes: • Community Development - Some work with Planning Commission • Long -Range Planning & Housing Action Plan • Climate Action Plan Transportation & Access Includes: • Everett Transit - Transportation Advisory Committee • Bicycle and Pedestrian Safety Parks and other Quality of Life Services Includes: • Parks - Parks Board • Recreation access and - Animal Shelter Advisory Board services • Animal Shelter - Senior Center Advisory Board • Senior Center Infrastructure Includes: - • Public Works —streets and traffic engineering - No committees, but work in Utility side as • Utility — water, sewer well as General Fund side of the business Fire Department Includes: • Fire and EMS response - RFA Exploratory Committee • Fire Marshal services • Emergency Management Police Department Includes: o Uniformed Officer response and operations - Some work with the Chief's Advisory Board • Investigations • Parking enforcement 1 6
