Standards shall be approved. The City shall deny an application that does not comply with <br /> these criteria. <br /> 1. Public Use and Interest - The proposed project and design shall promote the public use <br /> and interest in accordance with the standards established by the State, City, and this <br /> Ordinance. <br /> Finding: The proposed two lot short subdivision will increase the number of allowable <br /> single-family dwelling units on the subject property from one to two. The proposal will <br /> increase the supply of housing by one within the City of Everett. <br /> Conclusion: The proposed two lot short plat should promote the public use and interest in <br /> accordance with the standards established by the State, City, and this Ordinance. <br /> 2. Public health, safety, and general welfare - The proposed project and design shall <br /> promote the public health, safety, and general welfare in accordance with the standards <br /> established by the State, City, and this Ordinance. <br /> Finding: The proposed dwelling unit is required to meet current building,zoning,and site <br /> development codes. The public health, safety, and general welfare are addressed in the <br /> finding, conclusions, and conditions of approval stated in this report. <br /> Conclusion: The proposed project should promote the public health, safety, and general <br /> welfare in accordance with the standards established by the State,City,and this Ordinance. <br /> 3. Comprehensive Plan - The proposed project and design is consistent with the City's <br /> Comprehensive Plan policies and land use map. <br /> Finding: The Everett Comprehensive Plan designates the subject property as 1.2 Single <br /> Family Detached, 5 - 10 dwellings per gross acre. The property is 15,673 square feet in <br /> area or 0.36 acres. The proposed number of dwellings per acre is 5.56 (2/0.36). <br /> Conclusion: The proposed short subdivision is slightly above the minimum density range <br /> of the Comprehensive Plan. The design and use are consistent with the Comprehensive <br /> Plan. <br /> 4. Existing Zoning - The proposed project and design shall meet the requirements of the <br /> Everett Zoning Code. <br /> Finding: The short subdivision is within the R-1 zone, Single Family Detached Low <br /> Density. The R-1 zone requires a minimum lot area of 6,000 square feet, a minimum lot <br /> width of 50 feet, and a minimum lot depth of 80 feet. Lot 1 is proposed at 6,930 square <br /> feet. Lot 2 is proposed at 7,273 square feet. The two proposed lots meet the minimum lot <br /> requirements for the zone. <br /> Conclusion:Both lots meet minimum lot area,lot width,and lot depth per the zoning code <br /> standards. The single-family residence to be built on Lot 2 will be required to meet all <br /> setbacks and maximum height standards. The average base elevation shall be measured <br /> from the natural topography,as shown on the Preliminary Short Subdivision,Supplemental <br /> Map,and Site Development for Rainier Drive SP dated 12/20/2016. <br /> Preliminary Approval <br /> Proje o.SS16-005 <br /> 2ofl <br />
