•
4Err PUBLIC WORKS
associated item in this corrections letter.Likewise, comments below may not have associated
redlines. Please indicate to the City that all redlines have been adequately addressed by
providing checkmarks or notes next to the City's redlines to indicate that it has been picked
up or to answer a reviewer's question. A comment response letter can also be included with
your resubmittal to address the comments below(handwritten remarks under each comment
on this letter are perfectly acceptable). The below listed sheets have redlines.
i. Sheet l of 7
ii. Sheet 2 of 7
iii. Sheet 4 of 7
iv. Sheet 5 of 7
v. Sheet 6 of 7
vi. Sheet 7 of 7
2. The comments below were generated from this project's Stormwater Reviewer. If you have any
questions regarding these comments, please contact Jane Zimmerman with the City of Everett
Public Works Department(JZimmerman@everettwa.gov).
a. An open-surfaced wet pool, detention and infiltrating facilities, including bioretention
systems, require a 10' setback from the maximum water surface elevation to a sanitary
sewer main or service.
b: The storm drain located in S. Pt Ave to the south of this project must be extended to the
site.
c. The amount of"run-on" from adjacent properties into the alley and to Zillah St adjacent
to the project must be quantified and the contributory area shown in the drainage report.
The design of the drainage system must adequately account for this contributory area.
d. The on-site stormwater management, flow control and runoff treatment BMPs proposed
for this site must comply with all applicable infeasibility criteria found in the City's
SWMM for the type of BMP proposed and must also meet all access and setback
requirements found in the City's Design and Construction Standards (DCSS) (chapter 4).
e. Per the City's SWMM, bioretention is considered infeasible:
i. on slopes greater than 8% (which would exclude the east-west segment of the
planter swale along Zillah St and the bioretention cell receiving the alley runoff)
ii. within 50' of a slope greater than 20%and over 10' of relief(which would exclude
the north-south segment along S 1st Ave)
f. MR#2: Construction Stormwater Pollution Prevention Plan(SWPPP):
i. In the MR#2 section of the drainage report, add the BMP selection number to all
of the 13 elements. At least one BMP selection must be made for each element.
Most of the narratives address the BMP numbers, but elements 7-13 need a
selection listed. See attached as a guideline for which BMPs are selectable to
satisfy each element, as only specific ones can be used for each element per DOE.
g. MR#9: Operation and Maintenance:
i. A maintenance and operations manual for each different "owner" of stormwater
BMPs credited towards meeting runoff treatment and flow control requirements.
5-)
Page 2a
