4-77 PUBLIC WORKS <br /> The maintenance and operation manual for each set of must include a first page <br /> indicating the party responsible for maintenance and operation. In addition, the <br /> following language shall also be included in both the M&O manual and the <br /> drainage report for privately owned and operated stormwater facilities: <br /> • A copy of the maintenance and operations manual shall be retained on-site <br /> or within reasonable access to the site and shall be transferred with the <br /> property to any new owner. A log of maintenance activities that indicate <br /> what actions were taken shall be kept and be available for inspection by the <br /> City of Everett upon request. <br /> h. CIVIL PLANS: <br /> i. The collected driveway runoff from lot 2 should be directed to a dispersion trench, instead <br /> of a rock pad,to help prevent channelization of the runoff on the slope. <br /> j. The following performance standard for BMP T5.13 shall be included on the plans: <br /> i. BMP T5.13: Post-Construction Soil Quality and Depth <br /> • Soil Quality: All areas subject to clearing and grading that have not been <br /> covered by impervious surface, incorporated into a drainage facility, or <br /> engineered as structural fill or slope shall demonstrate the following at <br /> project completion: <br /> o A topsoil layer with a minimum organic matter content of 10% dry <br /> weight in planting beds and 5% organic content in turf areas, with <br /> a pH from 6.0 — 8.0 or matching the pH of the undisturbed native <br /> soil. <br /> o The topsoil layer shall have a minimum depth of eight inches except <br /> where tree roots limit the depth of incorporation of amendments <br /> needed to meet the criteria. <br /> o Subsoils below the topsoil layer•shall be scarified at least four <br /> inches with some incorporation of the upper material to avoid <br /> stratified layers, where feasible. <br /> o Planting beds shall be mulched with 2 inches of organic material. <br /> k. On sheet 5/6, two areas are labeled as "R1", and all the R1 area is not shown in the area <br /> tables. This sheet needs to be corrected/clarified. <br /> 1. The flow arrows on the east side of the rear planting strip are shown going in opposite <br /> directions on sheets 2 and 3. <br /> m. The report states that the southwesterly property line is being used for dispersion of roof <br /> runoff. However on sheet 2 there doesn't appear to be a way for runoff to enter the shallow <br /> swale along the southwesterly property line — no curb cuts are called for and the only <br /> apparent inlet is at the northwest corner of the site, into a designated bioretention area. <br /> Any areas being used for the dispersion of roof runoff in order to meet MR #5 <br /> requirements must be clearly delineated. <br /> Page 3 of 4/5 <br />
