The topographical contours shown on sheets 2 and 3 appear to be the existing contours for <br /> the site—they do not match the proposed spot elevations given for the new pavement, or <br /> the flow arrows shown. In order to minimize confusion, the existing contours should be <br /> removed from the drawings showing the redeveloped site. <br /> o. The center bioretention area should be relocated to the southwest to avoid conflicts with <br /> the crossing of the footing drains. If this isn't possible, the grate elevation of the catch <br /> basin with construction note 21 must be elevated 6" above the top of the overflow grate <br /> elevation from the bioretention area. Because City standard structures and lids are not <br /> being used, please also specify a solid cover for the catch basin with note 21. <br /> p. Once the predeveloped condition is modeled as forested, it will be difficult to meet the <br /> required flow control requirements for the site with the allowable minimum orifice size of <br /> 0.5 inches. Therefore any bypass area shall be minimized and all roof runoff directed to <br /> the flow control facility. <br /> 3. The comments below were generated from this project's Planning Reviewer. A landscape plan is required to be submitted with the next submittal. <br /> b. Other comments previously sent out in a separate email: <br /> i. Submit a signed and notarized geotech covenant titled"Declaration of Covenants, <br /> Conditions and Restrictions"and the"Agreement to the Declaration..."(14 pages, <br /> attached) for review prior to recording. Sign either the "Single" or"Husband and <br /> Wife" or "Corporation" form—you can discard the other signature pages you do <br /> not use. Write clearly in pen or type and do not sign or write outside of the 1" <br /> margins as this document needs to be recorded with Snohomish County Auditor's <br /> Office. Each property requires its own Covenant and Agreement. Note: The <br /> Mayor's signature is required on the Agreement document prior to recording with <br /> the County. Please submit the signed and notarized forms to me at your earliest <br /> convenience so I can get the documents routed to her office for review and <br /> signature. <br /> ii. Special Regulation 17 of EMC 19.6, Table 6.1 requires that residential uses in the <br /> B-2 zone have a minimum setback of 10 feet from the front and street side property <br /> lines, landscaped to Type III standards. Footnote 1 of EMC 19.35 Table 35-1 also <br /> requires that public right-of-way between the property line and sidewalk be <br /> landscaped to Type III standards however no additional trees are required in the <br /> right-of-way area. Please provide landscape and irrigation plans meeting the <br /> requirements of EMC 19.35.100 and .115. Type III landscaping requirements are <br /> detailed in EMC 19.35.050.C. <br /> iii. Upon submission of the revised plans and covenant documents your application <br /> will be given priority and plan review will resume. Please include a Transmittal <br /> Sheet (available online at www.everettwa.gov/permits or at the Permit Services <br /> Counter-2nd Floor, 3200 Cedar Street) with your resubmittal. These comments <br /> are only in relation to the zoning code and do not account for all possible <br /> comments/corrections from other departments.
