Silver Lake Plaza <br />2. PROJECT DESCRIPTION <br />The proposed project consists entirely of clearing/grading for the construction of a new <br />two story mixed use commercial building with associated parking and drainage <br />improvements. The proposed building is designed to contain a restaurant, hair salon, and <br />office space. Access to the site to be provided directly from 19th Avenue SE to the west of <br />the site. All new utilities to be provided by existing services within 191h Avenue SE. <br />Drainage management for new on -site runoff will be provided by an underground <br />detention systems along the south side of the site beneath the proposed parking and drive <br />aisle areas. Disturbed pervious areas will be amended per BMP T5.13. Total new/replaced <br />hardscape has been calculated at approximately 32,890 sf. The project is to be designed <br />according to the 2014 Stormwater Management Manual for Western Washington <br />(SWMMWW). <br />3. EXISTING CONDITIONS <br />The site consists of two parcels with one tax number and contains existing unmaintained <br />vegetation. The site tends to slope westerly toward 19th Avenue SE at slopes ranging from <br />3% to 12%. From a Snohomish County Soil Survey done by the USDA NRCS the soils on - <br />site consist of "Alderwood Urban Land Complex" type soils. According to test pits taken <br />by Robinson Noble, Inc. soils on -site resemble silty fine sand type soils that are unsuitable <br />for infiltration. Refer to "Geotechnical Engineering Report" by Robinson Noble, Inc. dated <br />March 23, 2016 for more detailed soil information. <br />4. ADJACENT AREAS <br />The adjacent parcel to the north is developed with existing commercial buildings and <br />parking lots. The adjacent parcels to the south and east are developed with existing <br />residential structures and driveways. The 19th Avenue SE right-of-way lies along the <br />western boundary of the site. <br />5. No long-term <br />potential sources of pollution are expected from the development. <br />6.
