Drainage Report: The project must comply with the most current version of the City of <br />Everett Stormwater Management Manual (SWMM) and the City of Everett Design and <br />Development Standards and Specifications (DCSS). Minimum Requirements 1-9 are <br />applicable to the project. Please revise the drainage report to address how the project <br />complies with each of the minimum requirements, including the following: <br />• MR #1— Stormwater Site Plan <br />1. Site Analysis —Provide the information required per Section 3.1.1, Vol. I of the <br />SWMM, including but not limited to a soils report in accordance with those <br />requirements. <br />2. Site Layout - <br />■ EMC 19.35.095(E) encourages Low Impact Development (LID) <br />stormwater management facilities, such as bioretention be used in <br />conjunction with other landscaping per code requirements. However, <br />LID is not proposed. <br />■ See related comments for MR #5, which may require bioretention or <br />other LID BMPs based on the List #2 approach. <br />■ Refer to Chapters 2 and 3 in the LID Technical Guidance Manual for <br />Puget Sound for detailed guidance on LID BMP layout. <br />3. Permanent Stormwater Control Plan — Provide documentation consistent with <br />Section 3.1.5, Vol. I of the SWMM. <br />4. Upstream Analysis — Section 2.6.2, Vol. I of the SWMM requires the off -site <br />analysis to extend upstream to a point where any backwater effects created by the <br />project cease. Confirm in the Drainage Report that the project does not create any <br />backwater effects or update the text, as appropriate. <br />5.
