Project No: KV090168A
Subject: Contaminated Soil Disposal Estimate
Mr. Palacios:
As requested, the following is our estimated cost for disposal of the contaminated soil identified at
the subject site. The following is a discussion of the assumptions made in arriving at this estimate:
ASSUMPTIONS
In arriving at our cost estimate we broke down the "contaminated" soil into two categories.
Class 3 soils include those soils with petroleum concentrations in excess of the Model Toxics
Control Act Method A (MTCA) cleanup level. Class 2 soils include those soils with detectable
concentrations of petroleum constituents below the MTCA cleanup levels.
Unit Disposal Cost
Unit disposal costs of$35.25_per ton and$18.65 per ton were used for our estimate for Class 3 and
Class 2 soils, respectively. This cost is based on disposal of the soil at Cemex's (formerly Rinker)
Everett facility and is based on a verbal quote from Larry Baker of Cemex on July 30, 2009 (see
attached phone conversation record). The disposal fee is tonnage-dependent and therefore the unit
cost may vary if the actual tonnage of contaminated soil varies from our estimate. Disposal costs
may also change over time. The Cemex disposal facility is located at 6300 Glenwood Avenue in
Everett. The quoted prices include a 3.6 percent Washington State refuse tax.
r
Kirkland Office•911 Fifth Avenue,Suite 100•Kirkland,WA 98033•P I(425)827-7701 •F j(425)827-5424
Everett Office•2911 1/2 Hewitt Avenue,Suite 2•Everett,WA 98201 •P I(425)259-0522•F I(425)252-3408
Tacoma Office•805 Martin Luther King Jr.Way•Tacoma,WA 98405-4147•P I(253)722-2992•F I(253)722-2993
www.aesgeo.com
