Exhibit "A" <br /> Scope of Services, Time of Performance, Budget, <br /> Payment, Notices, and Representatives <br /> I. Scope of Service <br /> A. Activities/Project Description <br /> The Subrecipient will be responsible for administering the Housing Justice Project <br /> program in a manner satisfactory to the City and consistent with any standards required <br /> as a condition of providing these funds. Such program will include the following activities <br /> eligible under the Community Development Block Grant Program: <br /> Program Delivery <br /> Activity: <br /> The Housing Justice Project will serve 300 Household by providing a wide range of <br /> services; including, referrals, legal advice, negotiations, educating about the eviction <br /> process, assisting clients to prepare for Show Cause hearings and helping to defend <br /> those in danger of losing their public housing assistance. <br /> General Administration <br /> [Description of general administrative services to be performed in support of activities noted above] <br /> Snohomish County Legal Services (SCLS) will provide legal assistance to low-income <br /> Snohomish County households (residing in Everett), who are facing eviction, through staff <br /> attorneys and a volunteer attorney program. CDBG Funds will be used to serve <br /> households no higher than 80% of the Federal Poverty Guidelines, as documented on an <br /> individual intake form. SCLS will also assist participants with legal proceedings that may <br /> prevent homelessness; including, but not limited to: <br /> • Negotiate a payment plan to keep clients in their homes; <br /> • Negotiate additional time so client can secure another residence; or <br /> • Negotiate for a reduction in monetary judgement to allow more funds for the <br /> participant to relocate. <br /> B. National Objectives <br /> The Subrecipient certifies that the activities carried out with funds provided under this <br /> Agreement will meet the following CDBG National Objective, as identified by the City of <br /> Everett for priority in the 2020 Program Year, "Benefit low/moderate income persons" - as <br /> defined in 24 CFR Part 570.208. <br /> Appropriate subcategory and matrix code under the CDBG National Objectives: <br /> Limited Clientele; 05C, Legal Services 24 CFR 570.201(e) or 42 USC 5305(a)(8) + <br /> 24 CFR 570.482(c)(2) <br />
