EXHIBIT A <br /> SCOPE OF WORK <br /> CITY OF EVERETT <br /> SURFACE WATER MANAGEMENT PROGRAM <br /> EVALUATION AND NEEDS ASSESSMENT <br /> On March 2, 2021, the City of Everett (the City) authorized Herrera Environmental Consultants <br /> (Herrera) to prepare a scope of work and cost estimate outlining services that Herrera will <br /> provide to support an evaluation of the City's Surface Water Management (SWM) staffing. This <br /> scope of services includes a discussion of the activities, assumptions, deliverables, and a <br /> schedule associated with this project. <br /> TASK 1.0 - SWM PROGRAM EVALUATION AND NEEDS <br /> ASSESSMENT <br /> Subtask 1.1 - Review Existing Data and Documentation <br /> The Herrera team will coordinate with the City's project manager and other City staff as <br /> appropriate to gather and evaluate applicable data and reports related to the City's SWM <br /> program. Herrera will identify data gaps based on previous experience with the National <br /> Pollutant Discharge Elimination System (NPDES) Phase II municipal stormwater permit (Phase II <br /> permit) and discussions with City staff. <br /> Herrera will review the following information, if available: <br /> • Current SWM staffing (FTE allocations) <br /> • Public Works and Community, Planning & Economic Development org charts <br /> • City of Everett Municipal Code <br /> • 2017 Surface Water Comprehensive Plan (includes recommended capital improvement <br /> projects and potential fish passage barriers) <br /> • 2021 NPDES annual report and Stormwater Management Program (SWMP) Plan <br /> • Time tracked to various components of the City's SWM program including CIP Work <br /> Plan, Stormwater Plan reviews, and inspection program and tracking <br /> 44 HERRERA <br /> Everett_SWM Program Eval fin Scope al 031821.docx <br /> March 15,2021 Page 1 of 6 <br />
