SCOPE OF SERVICES <br /> • Total maximum daily load (TMDL) implementation plans for the Snohomish River <br /> Tributaries (Water Resource Inventory Area [WRIA] 7), North Creek (WRIA 8), and Swamp <br /> Creek (WRIA 8) <br /> Subtask 1.2 - Workshop with City and Herrera Staff <br /> Subtask 1.2 will be initiated with a virtual workshop with City staff, including representatives <br /> from Public Works and Community, Planning & Economic Development.This workshop will help <br /> to establish an understanding of the City's SWM program operations and future needs. Herrera <br /> will develop a simple questionnaire for City staff to complete before this meeting to guide the <br /> workshop discussion. Workshop topics are expected to include the following: <br /> • Overall SWM program status (what is working and where is there room for improvement) <br /> • Staffing assignments, allocations, and responsibilities <br /> • Development review <br /> • Construction stormwater site inspections <br /> • Public and private stormwater facility inspection and maintenance <br /> • Source control inventory and inspection program <br /> • TMDL requirements <br /> • Fish passage barrier inventory assessment & mitigation programs <br /> • Capital project design/project management <br /> • Other information that City staff identify that may impact staffing needs, such as <br /> potential stormwater needs that could result from annexation of new areas, coordination <br /> with surrounding jurisdictions, comprehensive plan updates, floodplain management, <br /> etc. <br /> Once input from City staff has been compiled and discussed, Herrera will use this information to <br /> identify and prioritize the City's needs and issues. <br /> Subtask 1.3 - Gap Analysis and Needs Assessment <br /> Herrera will use the results of the workshop and data review to compare the status of SWM <br /> program elements with regulatory drivers and internal City needs and requirements. Herrera will <br /> identify gaps in program coverage and work with the City to develop a plan that addresses <br /> those gaps.
