SCOPE OF SERVICES <br /> • City staff will fill out portions of a SWM program questionnaire that pertain to their work <br /> and provide consolidated responses to Herrera at least 2 days prior to the workshop. <br /> • Up to two follow-up meetings (up to 2 hours each) will be scheduled with specific City <br /> staff to discuss different aspects of the SWM program that will be evaluated for this task. <br /> • Herrera will develop draft meeting notes, summarizing the discussion during the <br /> workshop and subsequent follow-up meetings. <br /> • The City will review and distribute meeting notes to other interested City staff. <br /> • Benchmarking will be done for up to 3 similar size jurisdictions in western Washington. <br /> The City will help to identify the list of jurisdictions and potential contacts. The <br /> benchmarking phone calls will focus on SWM staffing and will be limited to 30 minutes. <br /> • This task will include a summary of the City's SWM operations and maintenance program <br /> supported by the Maintenance group, but is not anticipated to include a full evaluation <br /> of field staffing needs since the Maintenance group is a separate group at the City that <br /> also provides maintenance for the combined sewer system, stormwater, and drinking <br /> water. <br /> • This task does not include assistance with amending City code, updating documents <br /> (e.g., manuals, standard operating procedures, Stormwater Pollution Prevention Plans <br /> [SWPPPs]), or developing implementation tools necessary to implement new programs <br /> or to meet Phase II Permit requirements. <br /> • This task does not include an assessment of impacts on the City's SWM utility rates. <br /> Deliverables <br /> • E-mail communication summarizing information reviewed, identifying data gaps, and <br /> requesting additional data (if needed). <br /> • Draft and final workshop agenda (Word) <br /> • Draft and final questionnaire for City staff(Word) <br /> • Draft and final meeting notes from workshop and follow-up meetings (Word) <br /> • Draft staffing evaluation report (Word/Excel) <br /> • Final staffing evaluation report (Word/Excel and PDF) <br /> J HERRERA <br /> Everett SWM Program Eval Scope final 031821.docx <br /> March 1 S,2021 Page 4 of 6 <br />
