SCOPE OF SERVICES <br /> coverage, such as additional funding, equipment, staffing, and consultant/contractor support. <br /> The needs assessment will include an evaluation of the future full time equivalent (FTE) staffing <br /> needs of the City to implement capital and programmatic activities necessary to meet Phase II <br /> permit requirements compared to current FTE levels. <br /> Examples of important issues to address during this subtask include: <br /> • Evaluating SWM program needs based on current and upcoming Phase II permit <br /> requirements <br /> • Evaluating and refining methods for development review <br /> • Evaluating and refining methods for construction stormwater site inspections <br /> • Evaluating and refining methods for public and private stormwater facility inspections <br /> and maintenance <br /> • Evaluating and refining source control inventory and inspection program <br /> • Evaluating and refining approach to meeting TMDL requirements <br /> • Evaluating and refining approach to fish passage barrier inventory assessment & <br /> mitigation programs <br /> • Evaluating and refining approach to capital project design/project management <br /> • Benchmarking with other similar size jurisdictions in western Washington <br /> Assumptions (for all Subtasks) <br /> • The City will provide the Subtask 1.1 information or will direct Herrera to readily available <br /> electronic data sources as appropriate. <br /> • Up to 2 Herrera staff will lead one virtual workshop with City staff using Microsoft Teams. <br /> The workshop will last for up to 3 hours, but will be broken into segments, so all invited <br /> City staff may not need to attend the full 3 hours. The workshop segments may also be <br /> scheduled on separate days to accommodate attendee schedules. <br /> • The City will identify and invite City staff to participate in the workshop.
