STANDARD PROCUREMENT POLICY & FEDERAL EMERGENCY CONTRACTING <br /> 1.4.4 FEDERAL FINANCIAL ASSISTANCE <br /> This Policy recognizes that contracts that are, or may be,funded in whole or in part using federal <br /> financial assistance (e.g., grants or cooperative agreements) must also according to their terms <br /> be compliant with the procurement standards of the government-wide Uniform Administrative <br /> Requirements, Cost Principles, and Audit Requirements for Federal Awards, at 2 C.F.R. § 200.317 <br /> through 200.326. Pursuant to 2 C.F.R. § 200.324(c)(2),the City of Everett self-certifies that this <br /> Policy is compliant with these requirements. <br /> 1.5 PROPER AUTHORIZATION <br /> Only authorized individuals may obligate the City to acquire commodities. Individuals purchasing <br /> commodities on behalf of the City without proper authorization may be personally liable for the <br /> payment of the purchase to the supplier, the City, or both, and may be disciplined. <br /> 1.5.1 TECHNOLOGY RESOURCES <br /> The Information Technology Director or designee will approve purchase requests for <br /> commodities such as electronic data processing and telecommunication systems in a manner <br /> consistent with the Electronic Communications&Technology Resources Policy. <br /> 1.5.2 VEHICLES <br /> The Motor Vehicle Division Maintenance Manager or designee will approve purchase requests <br /> for vehicles and related equipment. <br /> 1.5.3 PUBLIC COMMUNICATIONS <br /> The Communications Director or designee will approve all purchase requests for printing, <br /> signage, and promotional items that are intended for distribution to the public. <br /> 1.5.4 CHAIRS & ERGONOMIC EQUIPMENT <br /> The Safety Division will approve all purchases of office chairs and other requested ergonomic <br /> equipment prior to purchase. The Safety Division may create a list of pre-authorized office <br /> equipment that fulfills ergonomic needs and may consult with individuals or departments for <br /> specialized needs. <br /> 1.6 SALE OR LEASE OF PERSONAL PROPERTY <br /> Sale or lease of personal property is governed by EMC Chapter 3.88 (as may be amended), and <br /> City of Everett Charter Section 15.8, which states, <br /> "In addition to the powers accorded the City under the laws and constitution of the state of <br /> Washington with respect to the ownership and disposition of property, the Council may by <br /> ordinance provide regulation for the sale or lease of City property." <br /> 1.7 SURPLUS—SALE OF THE CITY'S PERSONAL PROPERTY <br /> Sale of the City's personal property is governed by EMC Chapter 3.88 (as may be amended), <br /> which establishes the procedures for the disposition of tangible personal property owned by the <br /> Page 4 of 57 <br />
