STANDARD PROCUREMENT POLICY & FEDERAL EMERGENCY CONTRACTING <br /> City of Everett that is not needed at present or in the foreseeable future or that is no longer of <br /> value or use to the City (also referred to as surplus property). <br /> 1.8 MONITORING AND CONTRACT COMPLIANCE <br /> The Procurement Division will be responsible and provide oversight for monitoring and <br /> evaluating compliance with this policy. <br /> As applicable, the Procurement Division will ensure that suppliers perform in accordance with <br /> the terms, conditions, and specifications of the Procurement Division's contracts and purchase <br /> orders that the Procurement Division is responsible for. <br /> 1.9 COUNCIL AUTHORIZATION AND AWARD <br /> 1.9.1 FORMAL SOLICITATIONS <br /> Prior to release, City Council must approve the publication of any competitive solicitation, with <br /> an estimated annual cost of$250,000 or greater, except projects using the Small Works Roster. <br /> After a competitive process has been completed, contract award will be made by City Council <br /> for any competitively solicited contracts with an estimated or actual annual cost of$250,000 or <br /> greater. The annual value includes all suppliers used when multiple awards are made from a <br /> single solicitation. <br /> 1.9.2 INTERLOCAL COOPERATIVE AGREEMENTS <br /> All Interlocal Agreements, except for Cooperative Purchasing Agreements, must be approved by <br /> the City Council and signed by the Mayor. Cooperative Purchasing Agreements are hereby <br /> delegated to the Mayor for approval and signature. <br /> 1.9.3 PURCHASES MADE FROM COMPETITIVELY AWARDED COOPERATIVE <br /> CONTRACTS <br /> Subject to state law, the City may purchase from other entities competitively solicited and <br /> awarded contracts via a cooperative purchasing agreement in lieu of soliciting on its own. These <br /> purchases will follow the same requirements and thresholds as provided in Section 1.9.1, Formal <br /> Solicitations. <br /> 1.9.4 JOB ORDER CONTRACTING <br /> The original solicitation for Job Order Contracting will follow the Formal Solicitation process <br /> provided above. All resulting task orders under a Job Order Contract will be contracted with the <br /> issuance of a purchase order. <br /> 1.9.5 SMALL WORKS ROSTER <br /> RCW 39.04.155 allows public entities to award contracts for construction, building, renovation, <br /> remodeling, alteration, repair, or improvement of real property up to $350,000 (or the current <br /> statutory limit provided in RCW 39.04.155). The statute does not require advertisement for any <br /> small works projects. Small Works Roster projects do not require City Council authorization prior <br /> to release or award. <br /> Page 5 of 57 <br />
