L.A. Regional Training Center. This course will prepare each student to take and pass the FAA <br />test for drone operator certification. Additionally, participants will receive flight instruction and <br />learn how to create drone and improve drone programs in their own agencies. This training <br />program is specifically tailored for public safety drone operators. <br />The specific amount of funding that is being requested is $94,786.38 and is based on the <br />purchase of two large drones and two small drones for each agency. Additionally, this amount <br />incudes necessary accessories such as cameras (optical and thermal) and batteries that enable <br />extended operations. The use of similar equipment and completion of similar training will allow <br />each agency some redundancy with respect to loaning or sharing equipment and operators. <br />Chief Dave DeMarco and Assistant Chief Rich Llewellyn of the Everett Fire Department will be <br />the project directors for the EFD and the project directors for the TBFD will be Chief Ryan <br />Shaughnessy and Deputy Chief James Reinhardt. <br />We anticipate that listed equipment will be purchased and training will be completed by the <br />end of 2021. The performance measure with which the effectiveness of these new drone <br />programs will be evaluated will be the ability to deliver and deploy a drone in a timely manner <br />for each identified incident type. For each agency, resource dispatch and arrival times are <br />tracked by Snohomish County 911. Reports will be generated in order to identify the success of <br />these program with delivering aerial assets to incidents within a timely manner. While not yet <br />established, a reasonable criterion for success might be the arrival of drones and pilots to <br />specified incidents with one-half hour, 90% of the time. This is a standard format for evaluating <br />public safety performance and examples of this are located in the EFD's 2019 Annual Report <br />that is located in Section 11 of this application document. <br />Thank you for your consideration of this grant application. The Everett Fire Department and <br />Tulalip Bay Fire Department believe that our ability to rapidly deliver aerial resources to <br />incident scenes will enhance our ability to provide life and property saving services to our <br />public. This application is representative of our commitment to work together to better protect <br />the citizens of both jurisdictions. <br />
