Koz Development (Koz, Applicant) proposed the construction of a 140-unit apartment <br />building intended to house primarily students attending Everett Community College <br />(ECC) and Washington State University. The site of the proposed development is <br />addressed as 1020 N. Broadway and is located within the Broadway Mixed Use (BMU) - <br />Institutional Overlay zone established as part of the Everett Community College Master <br />Plan adopted by Ordinance No. 2849-05 and modified through Ordinance No. 3098-08. <br />Exhibits A-2, A-3, C-11, and C-12. <br />2. In review of the proposed housing project, the City issued four administrative <br />determinations made by the Director of the City's Planning and Community Development <br />Department (Director, Department) on June 5, 2018, including (briefly paraphrased): <br />• Final Mitigated Determination of Non -Significance (SEPA 17-013), which <br />concluded that mitigated as required the proposal would not result in probable, <br />significant, adverse environmental impacts (Exhibit C-1); <br />• Planning Director Decision/Modification of BMU Design Standards (REVII #17- <br />016), which approved modifications of design standards relating to curb cuts, roof <br />forms, ground level transparency, weather protection, and ground level detail <br />standards (Exhibit C-2); <br />3 There was an email attached to the Appellant's post -hearing reply.
