Amended Planning Director Interpretation (PDI #15-02 - mended), which allowed <br />entities not affiliated or under contract with the College to propose student <br />housing utilizing the student housing parking standards based on Planning <br />Director (Director) discretion to establish the required number of off-street <br />parking spaces on a discretionary case -by -case basis for student housing uses <br />within the Institutional Overlay Zone associated with the college subject to a <br />recorded covenant prohibiting conversion of the building to other residential use <br />(Exhibit C-3); and <br />• Planning Director Interpretation (PDI #18-002), which exercised. Director <br />discretion to establish development standards for privately owned property within <br />the ECC Master Plan Institutional Overlay Zone (Exhibit C-4). <br />3. Everett Community College (ECC, Appellant) appealed Everett Community College <br />(ECC, Appellant) timely appealed the four administrative determinations. Exhibit E-26. <br />As clarified following the pre -hearing conference, the issues on appeal were as follows: <br />A. The privately developed "student housing" use proposed in the project is not <br />permitted on the site in the College's Institutional Overlay Zone; <br />B. The City failed to follow the code -required Master Plan review process to <br />establish the private "student housing" use proposed in the project; <br />C. The project is inconsistent with the requirements of the Master Plan because: <br />It fails to adhere to the minimum 20-foot setback required for the site in the <br />Master Plan. <br />2. It changes the use planned for the project site in the Master Plan. <br />3. It is inconsistent with the goals and policies of the adopted Master Plan. <br />D. The City erred in permitting multiple design modifications for the project. <br />E. The City failed to adequately analyze, and require mitigation for, the probable <br />adverse environmental impacts of the project under its SEPA authority. <br />Exhibit E-27. <br />Site Conditions and Context <br />4. Everett Community College educates more than 19,000 students every year at several <br />locations in Snohomish County, with most students and faculty at the main campus in <br />north Everett. Established in 1941, the main campus of Everett Community College has <br />been operating on 46 acres near the Legion Memorial Park Golf Course since 1958. The <br />majority of the main campus is located to the northwest of the subject property. The <br />main campus includes 15 classroom and lab buildings named after the peaks of the <br />Cascade and Olympic mountain ranges. The main campus serves approximately 6000 <br />students per quarter and employs approximately 800 staff. The monument sign <br />announcing entrance to the main campus is located at 10th and Broadway, in front of <br />Findings, Conclusions, and Decisions in the Everett Comm.
