Koz Development (the Applicant) is a developer focusing on market rate and student <br />housing. In addition to Mountain View Hall, Koz is currently developing similar student <br />housing projects for the University of Washington Tacoma, a college in Salem, Oregon, <br />and another private project two blocks from Portland Community College in Portland, <br />Oregon. The Koz business model includes aiming to stay discounted 20 to 25% from <br />typical apartment complex rental rates. Rents include utilities and high speed internet. <br />Units are furnished. The instant project underwent review by the City along the following timeline: <br />May 16, 2017 - Pre -application meeting between Applicant and City to discuss <br />140-room student housing project. <br />July 24, 2017 - Formal SEPA application submitted for 140 single -occupant <br />rooms of student housing. <br />September 1, 2017 - City issues determination of incomplete application and <br />requesting additional information and design revisions. <br />December 11, 2017 - Additional application information and design revisions <br />submitted to City for review. <br />February 23, 2018 - City issues determination that application is complete. <br />April 4, 2018 - City issues notice of application, proposed MDNS, and public <br />comment period begins. <br />April 18, 2018 - End of public comment period: comments received from Everett <br />Community College and two private individuals. <br />June 5, 2018 - City issues notice of decision, including the following documents: <br />Final Mitigated Determination of Non -Significance (SEPA 17-013) <br />Planning Director Decision/Modification of BMU Design Stds (REVII #17- <br />016) <br />Amended Planning Director Interpretation (PDI #15-002) <br />Planning Director Interpretation (PDI #18-002) <br />Findings, Conclusions, and Decisions in the Everett Comm.
