<br />12. The project includes construction of a six -story plus basement, 69-foot tall building
<br />comprising a total of 87,665 square feet. Improvements proposed include 140 dwelling
<br />units, 59 underground parking stalls, 111 bike parking stalls, 3,059 square feet of retail
<br />space, 5,632 square feet of private open space (for residents and guests of retail uses),
<br />3,872 square feet of public open space in a pocket park, and associated infrastructure.
<br />The private open space would be provided on a second story roof courtyard over retail
<br />and parking areas. Units would also have balconies, which together would provide
<br />approximately 1,500 square feet of additional private open space. Public open space
<br />would be provided in a 3,323 square foot pocket park at the north corner of the site,
<br />closest to campus, with seating and planter areas and access to parking below; this is
<br />nearly three time the minimum amount of public open space required. Additional
<br />landscaped areas are provided along the east elevations and at the southern tip of the site.
<br />Impervious surfaces on -site would reduce from 97% to approximately 71.5%, as
<br />approved. Parking would be provided at the basement and ground levels. Basement
<br />level parking would access off N. Broadway, and ground level parking would be
<br />accessed from Little Broadway. The project reduces the number of curb cuts on -site to
<br />two. As approved, up to one -quarter of the residential units may be leased to non-

<br />13. Koz student housing projects are managed by Coast Real Estate, headquartered in
<br />Everett, which manages 14,000 units in the state including 6,000 units in Snohomish
<br />County. Koz's residential leases incorporate a screening and management process that
<br />prohibits sex offenders, guns, drugs, or smoking in its housing. According to the
<br />Applicant, this screening process has proven effective, as evidenced by the fact that there
<br />has been only one police call placed out of all of housing operated by Koz, and that call
<br />related to a parent's concern for a potentially suicidal student resident. The Applicant
<br />reported that none of their housing buildings have generated noise complaints from
<br />neighbors. For the instant project, the same strict screening would be implemented,
<br />including credit and background checks and verification of current student enrollment
<br />and vehicle ownership, which are addressed in the lease. The building would not be open
<br />to the public; residents would have electronic access to both the exterior of the building
<br />and to individual units. There would be a manager on -site 24 hours day. Monitored
<br />security cameras are proposed throughout the building and garage. The project includes
<br />all appropriate fire sprinklers and alarms, secure basement parking and elevator access
<br />for residents, ample lighting, and a secure bicycle storage area. Cathy Reines Testimony;

<br />14. The instant housing project would provide a different student housing option from the
<br />existing dorms in that it would be open to married students, couples, and people with
<br />pets. Older students who desire not to be neighbors with the concentration of young
<br />students in the College's student housing might also be drawn to the project. There is
