on Broadway Avenue remain the two most active areas in the city for Prostitution <br /> activity. There are also calls about Prostitution in the areas two blocks east and west <br /> of those two corridors, as well as prostitution activity on Casino Rd. between <br /> Evergreen Way and Airport Rd. <br /> 7. Currently,the SOAP orders are inclusive of the 1000 block to 2300 block of Hewitt <br /> Avenue. Since January 2010 until the present date, there have been no documented <br /> reports, calls for service or other police activity related to prostitution within these <br /> geographical boundaries other than where Hewitt intersects with Broadway. As a <br /> result of these findings, it is my opinion that there is no longer a factual basis for the <br /> inclusion of this area in the SOAP order, other than where Hewitt Avenue intersects <br /> with Broadway Avenue. <br /> 8. In reviewing that information it is clear that most arrests for Prostitution in the city <br /> are along the Broadway Avenue and Evergreen Way corridors and two blocks east <br /> and west of those streets. It is appropriate to note that the enforcement efforts of the <br /> detectives and supervisors from the Special Investigations section have been focused <br /> on those areas, at least partially due to the citizen calls to 911 to report prostitution, <br /> but also as the result of reports from members of the Everett Police Department and <br /> other sources. <br /> Attached to my declaration and incorporated herein by this reference is a description and map of <br /> the areas described above, contained within the city limits of the City of Everett,that I am <br /> recommending on behalf of the Everett Police Department and the Everett City Council to be <br /> designated as Stay Out of Areas of Prostitution("SOAP")areas,to-wit: <br /> 1. 1000 block to the 4100 block of Broadway Avenue, and two blocks east and west of <br /> this area of Broadway Avenue; and <br /> 2. Evergreen Way extending from the 4700 block to the south city limits, and two <br /> blocks east and west of this area of Evergreen Way; and <br /> 3. Casino Road extending from Evergreen Way to Airport Road, and two blocks north <br /> and south of this area of Casino Road. <br /> These areas are known to me from my experience,training, data produced above and interaction <br /> with law enforcement officers,neighbors, and business people to be areas where Prostitution <br /> activity presently poses a serious problem.
