Stantec Memo
To: Mr. Tony Lee From: Finn Jakobsen
Building Official, City of Everett Stantec
File: Memo for COE Date: July 2, 2019
Reference: PRMCE 9th Floor. Additional Requested Fire Dampers. Follow-up on Conference Call
and Meeting on 6/21/2019
Dear Tony,
This memo summarizes our discussion regarding installation of fire dampers in the supply air ducts as
discussed during our meeting/conference call on Friday June 21. Also please refer to memo previously sent
and dated June 21; 2019 for backup information.
Recao of discussion:
When originally designed, the Providence Regional Medical Center Everett (PRMCE) was approved with a
"defend in place" fire protection strategy. Under this concept, the HVAC system remains operational during a
fire event.
Table 509 in IBC section 509 requires the "clean/nourishment" rooms to have a 1-hour fire rating (a change
from the previous code version). Subsequently the City of Everett requested to have fire dampers installed in
the main supply air ductwork that runs over the rooms.
As outlined during discussion, that while the building does not have a smoke control system in the sense of
the code, it does have a smoke control strategy. installing the fire dampers in question would have a very
negative impact on the operation on this strategy. Since the fire dampers are a mechanical device, the DDC
system will not know that they have been activated. This will result in the supply air to the patient rooms
being shut off while the exhaust is still running. The patient rooms will then become negative and suck any
smoke into the rooms themselves, which is contrary to our smoke control strategy.
Based on this fact, we are asking for not installing the dampers in question under code section 717.5.2 —
exemption two: `Ducts are used as part of an approved smoke control system in accordance with Section
909 and where the use of a fire damper would interfere with the operation of a smoke control system".
We are providing this signed and stamped memo as part our discussion and for your reference.
Stantec Consulting Services Inc.
*44--
Finn Jakobsen
Project Manager
Phone: 206-494-5061
Finn.Jakobsen@stantec.com
Design with con- rriuni4y in mind
07-01_2019 Memo for COE
