Staff Response:The amount of open space required is 400 square feet. Common open space on the site plan dated
March 6,2017 is proposed at 555 square feet and private at 192 square feet, for a total of 747 square feet. The
buildings have been placed at the front and rear setbacks so as to provide as much usable and accessible open
space as possible between structures. The modification will not result in a loss of dimensional or square footage
requirements for common open space. The subject property and surrounding properties will also benefit from a
larger street presence along Hoyt Avenue, with the proposal for larger porches with weather protection exceeding
the minimum standards.
Criterion No. 4:Visual impact to surrounding properties caused by parking facilities in the proposed
development and whether such impacts are less than would result from compliance with the design standards
proposed to be modified.
Staff Response: This criterion does not apply. The proposed design modification will not affect the visual impacts
of the off street parking. The parking as proposed meets CRA standards and includes 4 garage parking stalls and 4
partially covered parking stalls, minimizing visual impacts to the surrounding properties.
Criterion No. 5:Does the proposed design mitigate the impacts that could be caused by relaxation of the
standards which are proposed to be modified?
Staff Response:The proposed modification mitigates the impacts by orienting the exterior stairs towards the
internal courtyard, providing open space meeting the CRA dimensional and square footage requirements, and 6'
solid fencing along the side property lines further minimizing the visual impact to surrounding properties.
The proposed modification meets the intent of the CRA design standards and provides a superior design treatment
of the buildings and site plan.
DECISION:The Planning Director APPROVES the requested modifications as shown on the plans dated March
6,2017.
v aum l , 10/it
Allan Giffen,Director Date
Planning and Community Development Department
This is an administrative decision that may be appealed to the City's Land Use Hearing Examiner. An appeal
must be filed with the City within 14 days of the date of this notice. If you have questions regarding this proposal
or if you wish to file an appeal, please contact Kelsey Heyd, City of Everett Planning Department,at
425.257.8731.
Pursuant to Ordinance No.3303-12, if a complete building or construction permit application has not been filed
within eighteen(18)months from the approval date of this decision, the permit shall be deemed terminated, unless
an extension is requested prior to that expiration date, in which case the Planning Director may approve an
extension.
INFORMATION FOR THE DEVELOPER
Planning Department—Kelsey Heyd—425.257.8731
1.
