Traffic Impact Analysis <br />Riverview Apartments <br />Intersection LOS was calculated using 5 nchro 8soffware program. Existing PM peak hour LOS analyses <br />are summarized in Table 2. As shown, all intersections or stop controlled approach groups currently <br />operate at LOS C or better in 2017. The City of Everett maintains a level of service standard of LOS D in <br />general for its arterial intersections. Of those projects within the study area, only one provides capacity <br />improvements planned at the E Marine View Drive and 1-5 interchange, although not details are provided. <br />With a cost of approximately $16,000,000, this is a systemwide improvement and is currently unknown <br />when it would be constructed. As such, no assumptions were made in capacity changes for the purposes <br />of this traffic impact analysis. <br />Traffic Impact Analysis <br />The following section describes projected future baseline traffic growth, new trips generated by the proposed <br />development, distribution and assignment of new project trips, intersection level of service impacts, site <br />access, safety and circulation issues, and identification of transportation mitigation to offset impacts. <br />2020 Baseline Traffic Volumes <br />To evaluate project traffic impact at full buildout, an annual average growth rate of approximately 4 percent <br />per year was applied intersections in the study vicinity.
