Traffic Impact Analysis <br />Riverview Apartments <br />Project Trip Generation <br />Trip generation rates compiled by the Institute of Transportation Engineers (ITE) Trip Generation, I& <br />Edition, 2017, were used to estimate daily, a.m. peak hour, and p.m. peak hour traffic that would be <br />generated by the proposed action. Fitted curve equations for the Mid -Rise Apartments (ITE Land Use Code <br />221 were applied without any discount given the affordable nature of the housing units) for the proposed <br />use and rates for Single Family Homes (ITE Land Use Code 210), Building Materials Store (ITE Land Use <br />Code 812), and local rates for Drive-Thru Coffee (ITE Land Use Code 937) were used to estimate net new <br />trips generated by the proposed development. Table 3 summarizes estimated trip generation by the <br />proposed action. An estimated total of 766 daily, 51 a.m. peak hour trips (9 entering and 42 exiting), <br />and 68 p.m. peak hour vehicular trips (44 entering and 24 exiting) would be generated at full build -out of <br />the project. <br />A detailed summary of trip generation calculations is provided in Attachment C. <br />Table 3 - Riverview Apartments Trip Generation Summary <br />Time Period In Out Total <br />Weekday Daily 383 383 766 <br />Weekday AM Peak Hour 9 42 51 <br />Weekday PM Peak Hour 44 24 68 <br />Source: Trip Generation Manual, 10th Edition, ITE, 2017 <br />Trip Distribution and Assignment <br />To distribute trips onto the vicinity -street and arterial network, trip distribution patterns were determined <br />based on review of existing travel patterns, and the relative distribution of schools, employment centers, and <br />residential density in the vicinity. Generally, distribution and assignment of project trips were assumed as: <br />➢ 15 percent north E Marine View Drive; <br />➢ 20 percent west via 16th Street and 5 percent west via Summit Ave/ 19th Street; <br />➢ 45 percent via 1-5 to/from the south; and <br />➢ 15 percent south E Marine View Drive/E Grand Avenue. <br />Figure 4 illustrates trip distribution during the p.m. peak hour at the study intersections the 2020 horizon <br />year. Figure 5 summarizes traffic volume impacts of the proposed Riverview Apartments project during the <br />p.m. peak hour in 2020. Detailed turning movement forecasts are provided in Attachment D. <br />Intersection Level of Service Impacts <br />Table 4 summarizes level of service impacts in 2020 assuming full buildout of the proposed Riverview <br />Apartments project. As shown, in 2020 all study intersections are projected to operate at LOS C or better <br />with or without the project, meeting adopted level of service standards.
