FINAL MITIGATED <br />DETERMINATION OF NON -SIGNIFICANCE <br />SEPA17-019 04;L <br />Riverview Apartments <br />November 7, 2018 <br />Description of Proposal: The proposed action is to build 203 multiple family apartment units. The site is <br />approximately 6.24 acres and is zoned for commercial and multiple family development. The development <br />plan proposes to demo the existing buildings and build a total of nine multifamily buildings, approximately <br />328 parking spaces, landscaping, open space areas and recreation amenities. A supplemental Phase 11 <br />environmental assessment was conducted and contaminated soils have been identified along E Marine <br />View Drive. Elevated concentrations of gasoline and BTEX exceed Washington Department of Ecology's <br />Model Toxics Control Act Method 'A' soil clean up levels. Contaminated soils will be removed and exported <br />to an approved Department of Ecology hazardous waste site. Approximately 9,050 cubic yards of material <br />are estimated and proposed to be excavated and 7,000 cubic yards of fill is proposed. <br />A Boundary Line Adjustment preliminary approval letter is issued under BLA18-002. Portions of this site <br />include property designated as City right-of-way and City -owned park property. City Council approval is <br />required for both the right-of-way vacation requests and the Boundary Line Adjustment property <br />exchanges. <br />The Building Height Modification Application - Withdrawn: A building height modification from the zoning <br />standard was requested from Chapter 15, Multiple Family Development Standards. The Applicant withdrew <br />the request during project review. <br />Supportive Housing Application - Withdrawn: A supportive housing use application for 45 units was <br />proposed.
