City Contact: <br />Mitigation Measures: <br />Teresa Weldon, Planner Phone: 425.257.8731 / tweldon@everettwa.gov <br />The environmental impacts of this proposal are documented in the Environmental Checklist and other <br />information on file with the City. The listed requirements are placed in response to our review of this <br />information: <br />AGENCIES WITH JURISDICTION: <br />1. Washington State Department of Ecology. A Construction Stormwater General Permit, administered <br />by the Department of Ecology, will be required for this project if it will disturb an acre or more of <br />land. Additional information as well as an application form can be found on the DOE website at <br />www.ecy.wa.gov/programs/"`w------q/`stormwater/construction . <br />2. Washington State Department of Ecology—Toxics Cleanup Program. The Supplemental Phase II <br />Environmental Site Assessment recommends the site be enrolled into the Department of Ecology's <br />Voluntary Cleanup Program and to complete the soil remediation by a licensed contractor prior to <br />site redevelopment. Refer to the study dated June 16, 2017 by Earth Solutions NW, LLC for the full <br />recommendation and site analysis. <br />MITIGATION OF ADVERSE IMPACTS BY SEPA: <br />1. Any grading/fill on this site shall be done so as to not impact the surrounding properties (SEPA <br />Earth, Land and Shoreline Use Policies). <br />2. The proposed development is required to provide noise mitigation measures to meet the United <br />States Department of Housing and Urban Development interior noise criterion of Ldn 45 dB(A) level <br />for all units. Interior noise level requirements shall be achieved by implementing the <br />recommendations in the Noise Mitigation Plan as detailed in the report by A3 Acoustics, LLP, dated <br />October 18, 2018; or other mitigation measures may be considered as recommended by an acoustic <br />consultant. To ensure interior noise standards are met and do not exceed Ldn 45 dB(A), a noise <br />impact evaluation may be required after construction. (SEPA Environmental Health Policies). <br />The lead agency for this proposal has determined that it does not have a probable significant adverse <br />impact on the environment. An Environmental Impact Statement is not required under RCW <br />43.21C.030(2)(c). This determination assumes compliance with State law and City ordinances related to <br />general environmental protection including but not limited to right-of-way improvement requirements, <br />drainage, etc. This decision was made after review of a completed environmental checklist and other <br />information on file with the lead agency. This information is available to the public on request. <br />A 14-day public comment period and two extended 14-day public comment periods were noticed to <br />owners of properties within 150 feet for the first two, and 500 feet for the third notice related to the <br />supportive housing management plan.
