2. Transfer of Coverage Form 0 <br />The Permittee can transfer current coverage under this permit to one or more new <br />operators, including operators of sites within a Common Plan of Development, <br />provided the Permittee submits a Transfer of Coverage Form in accordance with <br />General Condition G9. Transfers do not require public notice. <br />B. Public Notice <br />For new or previously unpermitted construction activities, the applicant must publish a <br />public notice at least one time each week for two consecutive weeks, at least 7 days <br />apart, in a newspaper with general circulation in the county where the construction is to <br />take place. The notice must contain: <br />A statement that "The applicant is seeking coverage under the Washington State <br />Department of Ecology's Construction Stormwater NPDES and State Waste <br />Discharge General Permit". <br />2. The name, address and location of the construction site. <br />3. The name and address of the applicant. <br />4. The type of construction activity that will result in a discharge (for example, <br />residential construction, commercial construction, etc.), and the number of acres to <br />be disturbed. • <br />5. The name of the receiving water(s) (that is, the surface water(s) to which the site <br />will discharge), or, if the discharge is through a storm sewer system, the name of <br />the operator of the system. <br />6. The statement:, "Any persons desiring to present their views to the Washington <br />State Department of Ecology regarding this application, or interested in Ecology's <br />action on this application, may notify Ecology in writing no later than 30 days of <br />the last date of publication of this notice. Ecology reviews public comments and <br />considers whether discharges from this project would cause a measurable change in <br />receiving water quality, and, if so, whether the project is necessary and in the <br />overriding public interest according to Tier II antidegradation requirements under <br />WAC 173-201A-320.
