CONSULTANTS <br />August 31 2018 <br />Ms. Teresa Weldon <br />Engineering Public Services Department <br />City of Everett <br />3200 Cedar Street <br />Everett, WA 98201 <br />RE: Riverview Apartments — CPH Project No. 0024-17-037 <br />City Permit Application #REV1117-024, SEPA 17-019 <br />Responses to Design Review Comments, <br />Ms. Weldon, <br />Site Planning <br />Civil Engineering <br />Land Use Consulting <br />Project Management <br />This letter and the following enclosed information comprise the re -submittal for the Design Review and <br />SEPA applications for the Riverview Apartments project: <br />1 — Additional copy of this response letter <br />5 — Design Review Package, revised plan set (August 31, 2018) <br />These documents have been updated or otherwise prepared in response to the City's comments provided <br />in the City's March 23, 2018 letter. Specific responses to each of the City staff review comments are as <br />follows: <br />PLANNING (TERESA WELDON) <br />1. This development proposal is subject to the requirements of the Everett Municipal Code, Title 19. The <br />project must meet, among other requirements, the applicable multiple family design requirements of <br />the C-1 zone in Chapter 15 and Chapter 6, and the General Provisions of Subsection 39.155 <br />Supportive Housing. <br />Response: The development proposal has been designed in accordance with the applicable provisions of <br />EMC Title 19, requirements of C-i zoning, and Supportive Housing. <br />2. The development plan includes a proposed Boundary Line Adjustment between City -owned park <br />property and private property to adjust the southernmost lot lines into one straight line running <br />east/west. The Boundary Line Adjustment proposal is subject to City Council approval. If approval is <br />not granted, the development proposal must be modified to be completely on private property. <br />Construction permits will not be issued for development on Park property until a Boundary Line <br />Adjustment is finalized. A formal BLA application was submitted on March 9, 2018 and is under <br />review. <br />Response: The BLA was submitted to the City and is pending final review and approval by staff. It is <br />understood that COE Council approval is required for the proposed ROW vacation and boundary line <br />adjustments prior to issuance of the construction permits. <br />3. The development plan includes developing on three areas of the site that are City right-of-way. City <br />Council approval is required for the proposed right-of-way vacations in order to develop under this <br />proposal. If approval is not granted, the development proposal must be modified.
