A one-year warranty is required on the public improvement for an amount not less than 10% of the <br />cost of construction of these improvements and shall run for one year from the date of final approval <br />of the construction by the Public Works Inspector. <br />Response: A one-year warranty will be obtained for the public improvements for an amount not less than <br />10% of the cost of construction. The warranty will run for one year from the date of final approval by the <br />public works inspector. <br />19. A two-year warranty is required for all stormwater infrastructure for an amount not less than 10% of <br />the cost of the construction of these improvements and shall run for two years from the date of final <br />approval of the construction by the Public Works Inspector. <br />Response: A two-year warranty will be obtained for the stormwater infrastructure for an amount not less <br />than 10% of the cost of the stormwater construction. The warranty will run for two years from the date of <br />final approval by the public works inspector. <br />20. As-builts of storm sewer, sanitary sewer, and water systems are required to be submitted per current <br />City of Everett Design and Construction Standards and Specifications for Development prior to final <br />approval/close out of the construction permit. <br />Response: As-builts of the utilities will be submitted to COE per their standards prior to final approval/close <br />out. <br />21. City Council approval is required for the proposed Right -of -Way vacation and the proposed <br />boundary line adjustment involving the adjacent City -owned park property prior to issuance of <br />construction permits. <br />Response: It is understood that COE Council approval is required for the proposed ROW vacation and <br />boundary line adjustments prior to issuance of the construction permits. <br />22. This project is subject to Transportation Mitigation in accordance with Ordinance 3389-14 (codified as <br />EMC 18.40) and subsequent revision. The applicant is encouraged to obtain a copy of the Ordinance <br />and determine applicable mitigation fees and/or other requirements prior to building permit <br />application. The actual charges and requirements shall be as per the information on the approved <br />plans at the time of building permit issuance and the ordinance in effect at that time. <br />Response: A copy of the ordinance has been obtained. <br />23. Traffic Engineering cannot accept the Traffic Impact Analysis (TIA) prepared by Transportation <br />Engineering Northwest (TENW) as submitted. The City of Everett requires a custom trip generation be <br />conducted for any supportive housing projects based on data collected at comparable sites for all <br />supportive housing projects. This custom trip generation shall be based on other projects operating on <br />a similar model to the proposed supportive housing project. The City of Everett also does not accept <br />the Mid -Rise Apartment trip generation rate published by ITE for apartment developments in Everett, <br />and the non -supportive housing component of this project must use an approved trip generation rate <br />for calculating traffic mitigation fees. Traffic Engineering is available to meet with the applicant <br />and/or their traffic engineer to further discuss the needed revisions, if desired. The TIA shall be <br />updated and resubmitted with the Public Works permit application in order to accurately calculate the <br />project's traffic mitigation fee prior to permit issuance. All other components of the TIA are acceptable <br />and the requested revisions shall not affect the design of the project. <br />Response: An updated TIA has been included with this submittal that addresses the COE comments. <br />24. Frontage improvements (roadway/pedestrian/bicycle) shall be provided along the entire project <br />frontage as needed to comply with current City Standards. <br />Response: Frontage improvements in the form of curb ramps and driveway aprons/access have been <br />provided along the frontages of 16fh Street and East Marine View Drive. Areas of existing sidewalk and <br />curb/gutter along the project frontage that are broken or damaged will be replaced with this project. <br />
