Matt Hough
From: Paul McKee <PMckee@everettwa.gov>
Sent: Thursday, April 18, 2019 1:12 PM
To: Matt Hough
Cc: Mike Palacios; Sabrina Fandler
Subject: RE: Riverview - Mitigation, 0024-17-037
Attachments: Riverview Apts, pile shoring wall near sewer
Hi Matt,
Thanks for your call this morning. As we discussed, there seems to be staff support for the proposed two -pronged
approach to the cleanup action at the Riverfront Apartments site which would enable the contaminated soil to be
excavated and removed from the private property while continuing the in situ bioremediation of the contamination in
the right-of-way. Attached is an email from our utility staff with an initial list of recommendations regarding the
proposed shoring wall adjacent to the city's 48-inch sewer main in EMVD.
Also as discussed, there were a few questions / concerns raised by staff in our meeting last week:
• Is it necessary for the wall to be located 6-inches into the public right-of-way as opposed to just off the right-of-
way on private property? If so, what are the factors influencing that choice?
• Is the WaDOE aware of and engaged with this cleanup effort? If so, to what degree and who is the Developer's
contact at WaDOE?
The city would like to see the testing/reports documenting the efficacy and progress of the bioremediation —
especially in the right-of-way.
A formal agreement with indemnification and monetary assurance of completion of the remediation within
right-of-way is required.
Mike Palacios and Sabrina will be coordinating to provide the draft agreement.
I'll be out of the office for the next two weeks, so please continue working directly with Sabrina on this effort.
Thanks,
Paul McKee
Permit Services Manager I Permit Services
425.257.8867 13200 Cedar Street, 2"d Floor, Everett, WA 98201
EVERETT Hours: Monday — Friday 7:30am-12:OOpm and 1:OOpm-4:OOpm
everettwa.gov I Facebook I Twitter
Note: Emails and attachments sent to and from the City of Everett are public records and may be subject to disclosure pursuant to the Public
Records Act.
From: Sabrina Fandler <SFandler@everettwa.gov>
Sent: Thursday, April 18, 2019 7:48 AM
To: Matt Hough <Matt@cphconsultants.com>; Paul McKee <PMckee@everettwa.gov>
Subject: RE: Riverview - Mitigation, 0024-17-037
Hi Matt,
