CITY OF EVERETT — EXHIBIT A-1 <br /> 2023 COMPREHESIVE SEWER PLAN <br /> SCOPE OF SERVICES <br /> Statement of Understanding <br /> The City of Everett (City) operates a large, aging network of separated and combined sewer <br /> collection systems. This complex network of approximately 330 miles of pipes, 33 lift stations and <br /> 35 major regulators, safely conveys sewerage to the City's Water Pollution Control Facility (WPCF) <br /> for treatment and discharges to Puget Sound. During peak wet weather conditions, stormwater <br /> from the combined sewer system is also conveyed to the WPCF until the system is overwhelmed <br /> to a point of combined sewer overflow (CSO) discharge through the City's 13 permitted outfalls. <br /> The City's 2023 Comprehensive Sewer Plan (Plan) will address both the combined and the <br /> separated portions of the collection system. The Plan will meet the requirements of WAC 173- <br /> 240-050. <br /> The consultant team is led by Murraysmith (Consultant) as the prime consultant and includes sub- <br /> consultants FCSG for financial analysis and documentation, ADS Environmental (ADS) for flow <br /> monitoring, Industrial Systems Inc. (ISI) for electrical pump station condition assessment, and <br /> Barney & Worth for City Council meeting materials. <br /> To maximize the available information and consequently to minimize costs associated with the <br /> Project, all tasks include the following five components: <br /> ■ Objective—Summary of the goals that will be achieved by each task <br /> ■ Work Tasks—Tasks that will be completed by the Consultant <br /> ■ Receivables— Information that will be provided by the City <br /> ■ Deliverables —The finished product that will be delivered to the City <br /> ■ Assumptions—Assumptions used to develop each task <br /> City of Everett MURRAYSMITH 2023 Comprehensive Sewer Plan <br /> March 2021 1 <br />
