Exhibit A <br /> Scope of Services <br /> The City of Everett (CITY) is seeking a professional services consultant or consultants to assist <br /> the CITY in meeting grant obligations and technical and management tasks related to the planning <br /> and technical assistance for the initial phases of Sound Transit's Everett Link Extension project <br /> (EVLE). The EVLE will extend Sound Transit Link light rail transit approximately 16.3 miles from <br /> the Lynnwood City Center in the City of Lynnwood to the Everett Station in the City of Everett. In <br /> addition to the extension of light rail, this project will also include an operation and maintenance <br /> facility (OMF) in the corridor. For the CITY, the project will involve interacting with Sound <br /> Transit, their partners, and their consultant team, and providing technical, management, and <br /> policy inputs to Sound Transit's selection of a preferred alignment and station area configurations. <br /> This scope of services is specific to assisting the City in identifying specific near-term project <br /> requirements and developing a program framework for implementing the EVLE project within <br /> the City of Everett. <br /> Scope of Services <br /> During the term of this Contract, Perteet Inc. (CONSULTANT) will perform professional services <br /> for the CITY, as detailed below: <br /> Task 100- EVLE Program Development <br /> The objective of this task is to assist the CITY's Planning Director and Long-Range Planning <br /> Manager develop aprogram level framework for management, coordination, and <br /> implementation of CITY commitments as part of EVLE development and the FTA Model Code <br /> Analysis project. This is an essential first step in positioning the CITY as a proactive partner <br /> with Sound Transit's EVLE team. <br /> This task will involve the following activities: <br /> • Kickoff meeting with Planning Department staff to discuss the current state <br /> of the EVLE and communication with Sound Transit (one one-hour <br /> meeting, two Perteet staff). <br /> • Facilitate a meeting with key CITY staff involved in discussions with Sound Transit to <br /> coordinate existingcommitments and identify communication strategies that convey a <br /> consistent CITY voice for the EVLE <br /> development (one 90-minute meeting, two Perteet staff). <br /> • Request information from Sound Transit's EVLE team related to the current schedule of <br /> activities for theEVLE planning effort and the key milestones that will lead to a <br /> preferred alignment by 4Q 2022. Review <br /> provided information and schedule meetings with the Sound Transit Teams to clarify <br /> schedule expectations and anticipated CITY activities in support of the EVLE (two <br /> virtual meetings with twoPerteet staff, CITY staff and ST staff). <br /> • Prepare a preliminary high-level milestone schedule that identifies the CITY's <br /> commitments in supporting EVLE development in 2021-2022. This schedule should <br /> include a narrative of possible resource <br /> requirements, key information or resource gaps and milestone decisions necessary to <br /> advance the CITY's interests and pace of the project. <br /> • Prepare a draft framework plan that presents how the CITY is organized to <br /> coordinate on EVLE andidentifies the CITY's preferences for key EVLE elements <br /> in 2021 and 2022. <br /> • Prepare recommendations for specific activities the CITY should perform to forward their <br /> interests toSound Transit in the near term and after the preferred alignment is set. <br /> Page 10 <br /> Perteet Inc.
