EVERETT <br /> WASHINGTON <br /> City of Everett Human Needs Grant <br /> January 1, 2021 through December 31, 2021 <br /> Exhibit A <br /> Program Summary <br /> Organization&Program: Snohomish County Legal Services:Civil Legal Assistance <br /> Snohomish County Legal Services will provide legal advice and assistance to 300+low-income City of Everett residents, <br /> with priority to those who are disabled,elderly,youth,with limited English skills,or otherwise vulnerable and have legal <br /> needs that impact their ability to meet their basic needs, by assisting them in legal actions involving eviction defense, <br /> consumer debtor-creditor, bankruptcy, or family law issues in an effort help them maintain a safe, stable home and <br /> have adequate income to provide for themselves and their families. <br /> (1) Program Objective: <br /> The objective of this program is to assist low-income residents of the City of Everett whose vulnerability impacts <br /> their ability to obtain legal services. We assist clients needs by providing to them pro se assistance, limited and <br /> direct representation, and information and education about their legal rights through our clinics and workshops in <br /> the following areas of service: Family Law(e.g.,dissolution, legal separation,and paternity),full legal representation <br /> to victims of domestic violence in protection orders; assistance with bankruptcy, debtor-creditor problems or <br /> consumer issues;assistance for seniors in creating wills,living trusts and medical directives,and evictions and other <br /> housing and landlord/tenant issues. <br /> Our goal is to help clients become more self-sufficient through increasing family safety, procuring child and spousal <br /> support, protecting their rights in matters of housing, employment,and other basic survival needs. <br /> (2) Program Components and Structure: <br /> SCLS utilizes our hybrid model of service delivery that includes staff and contract attorneys for immediate emergency <br /> assistance and more complex cases;volunteer attorneys and limited licensed legal technicians(family law only)for <br /> advice,counsel,and limited legal representation;and a series of clinics and workshops that empower pro se clients <br /> in self-advocacy. Additionally, we have legal-support specialists, both on staff and in volunteer capacities, who <br /> provide direct and indirect support to the attorneys. <br /> This program covers the following service areas: <br /> 1. Family Law Division - staff, volunteers, and attorney volunteers provide services to clients through a <br /> combination of direct representation and clinics,workshops,and classes; <br /> 2. Housing Justice Project - provides legal services to low-income tenants facing eviction and other <br /> landlord/tenant issues; <br /> (3) Who is to be Served: <br /> We will serve Everett residents whose household income levels are at or below 80%of Area Median Income(AMI), <br /> with priority to in marginalized or special needs groups, such as the disabled,elderly,youth,and vulnerable. <br /> (4) How and When Service is Provided: <br /> 8 <br />
