Nelson\Nygaard will be responsible <br />for the agenda and the notes. <br />Deliverables: Weekly project Core Team status meetings, agendas and notes <br />Task 1.2 — On -going project Management - Project management will be central to this project from <br />beginning to end and beyond. As project manager, Tim Payne will be the day-to-day project manager for <br />the project team. He will be responsible for: <br />• Managing and updating the project schedule. We estimate the planning effort to begin <br />on March 23, 2020, and end on the date of the third City Council Meeting in April 2021. <br />Managing the schedule will ensure that the project remains on a timeframe that suits the needs of the <br />City of Everett. <br />• Delegating and supervising tasks among the Nelson\Nygaard staff team, including quality control for <br />all analysis and project deliverables. <br />• Ensuring on -going communication with Envirolssues team and oversee progress and quality control. <br />This will require weekly meetings before and after each phase of outreach. <br />• Producing monthly one -page progress reports. As standard practice, Nelson\Nygaard will prepare <br />monthly progress reports that explain work completed and provide an update on the project budget. <br />Deliverables: Monthly progress reports <br />Regular schedule updates <br />Weekly Outreach team coordination meetings (phone) <br />Weekly Project Team Meetings <br />Task 2. Community Outreach <br />Task Objectives: <br />In process of reaching the initial conclusion referenced above, the City Council held three public <br />workshops in 2019. The Council has taken public testimony and held substantive discussions in all three <br />sessions, yet there remain many unanswered questions. In the course of creating and adopting the <br />Everett Transit Long Range Plan, there was significant public outreach to assess and guide the direction <br />of the plan. Much of this outreach can help to form the foundation of an outreach plan to facilitate the <br />next chapter in this journey. <br />The objectives of outreach would be to: <br />1.) Confirm the values of the community that were arrived at in the Long Range Plan <br />2.) Inform the community about the two pathways <br />3.) Engage the community to understand concerns, values, and the vision for local transit service <br />that may not have been expressed in previous outreach efforts <br />The strategies and tactics to accomplish these objectives could closely follow the outreach plan utilized <br />for the Long Range Plan. However, the initial phase of the outreach plan would need to also seek to <br />capture community questions, concerns, and ideas about the potential pathway involving the <br />Page 4 of 17 <br />
