ORDINANCE NO. 5978 AN ORDINANCE providing for the improvement of: 42nd STREET, from Grand Avenue to Crescent Avenue CRESCENT AVENUE, from 42nd St. to Columbia Avenue THOMSON AVENUE, from Crescent Avenue to Columbia Avenue COLUMBIA AVENUE, from Thomson Avenue to Crescent Avenue MARYLAND AVENUE, from 350' E. of Federal St. to Federal St. EASEMENTS in Block 24 of Victory Heights Addition by the construction of 6" and 4" water mains together with fire hydrants and all necessary appurtenances therewith, and by doing such other work as may be necessary in connection therewith, to make a complete improvement, all in accordance with the majority petition therefor; creating a district made up of property there- in which shall be assessed in accordance with the special benefits each parcel or tract within said district shall derive from the improvements without regard to the zone and termini method of spreading assessments; creating a local improvement district fund; providing for the payment of said improvements by special assessment upon the property in said district under the mode of payment of bonds; the property in the assessment district will be charged with the costs of such 6" and 4" water mains, together with fire hydrants including engineering costs, and the total cost of such improvement will be credited with a sum of money for existing 2" water pipe and to further allow cost of ad- ditional water pipe installed outside of said assessment district. WHEREAS, there has been heretofore filed with the City Council of the City of Everett a majority petition of the property owners petitioning for said improvements, and upon examination thereof the said City Council has found the things set forth therein to be true, and WHEREAS, the said petition has been referred to the Com- missioner of Public Works to be examined by said Commissioner and the City Engineer, and the Commissioner of Public Works has filed with the City Council all data and information required by law,
