Memorandum of Understanding <br /> Between <br /> The City of Everett and IAFF Local#46 <br /> • Regarding Washington State Mobilization, Out-of-State Mobilizations, and Washington Department of <br /> Natural Resources Requests <br /> Background: <br /> Everett Fire Department units and personnel respond to state mobilizations, out-of-state <br /> mobilizations, DNR requests for wildland fires, and other all-hazard events (hereinafter generally <br /> referred to as "mobilizations") as directed by the Fire Chief. <br /> Agreement:The following is a mutual agreement between the City of Everett and IAFF Local#46. <br /> 1. Member compensation while participating in mobilizations shall be in accordance with the <br /> current Washington State Fire Services Resource Mobilization Plan,Washington State Military <br /> Department Intergovernmental Agreement, and DNR Forest Land Response Agreement, unless <br /> specifically outlined in this agreement. <br /> 2. Mandatory Back Fill—All mobilized positions shall be mandatorily backfilled as per the current <br /> Washington State Fire Services Resource Mobilization Plan funding schedule. <br /> 3. It shall be the responsibility of fire administration to submit mobilization rosters; all resulting <br /> overtime positions will be filled as per the current overtime procedure. All mobilization requests <br /> shall be filled on a voluntary basis. <br /> 4. Members whose mobilization start time occurs during or immediately following their scheduled <br /> shift may elect to use vacation hours without restrictions, or emergency leave for the night shift <br /> prior to their muster time. Emergency leave hours will be repaid within 12 months of the <br /> occurrence. <br /> 5. The mobilizing authority will be responsible for ordering crew swaps. In the event of exceptional <br /> circumstances, the Fire Chief or their designee may authorize or order an individual, or entire <br /> crew swap. Members shall be provided a department vehicle and will be compensated for swap- <br /> out travel time. <br /> 6. The City of Everett shall provide all personal protective equipment necessary to perform work <br /> functions and sustain the reasonable working conditions of its members while mobilized. <br /> Members will provide their own personal effects. <br /> 7. Members may fill positions on equipment from other jurisdictions provided there is an existing <br /> agreement. <br /> 8. Wildland team members who are dispatched in response to a mobilization may fill any position <br /> for which they are qualified. Positions to be filled shall be based on the needs of the Mobilization <br /> and Resource Request. All positions for wildland mobilizations shall be filled by members with a <br /> current Red Card.Any member filling a position shall be current with department requirements <br /> for that position. <br />
