The WFP provides water for over 600,000 people, which is
approximately 75% of the population of Snohomish County. This critical piece of infrastructure
supports the water supply in the north Puget Sound area and its continued operation is vital for the
wellbeing of area residents and the economy of the City of Everett. The improvements included in
this project are identified in the update Facility Plan and CIP. The project deliverables will include a
Project Report and subsequent Construction Documents depicting Portal 4 improvements that meets
WAC 246-290.
Scope of Work Summary and Work Breakdown Structure
The Consultant scope of work for the Project includes 6 tasks, which are identified in the following
table.
Portal 4 Improvements Design Tasks
Task 101 Project Management
Task 102 Quality Assurance and Control
Task 200 North Corridor Flow Controls Evaluation
Task 300 Basis of Design
Task 400 Preliminary and Intermediate Design
Task 101 Project Management
Activities/Approach: Provide management, direction, coordination, and control of all project work,
and associated management of project scope, schedule, budget, sub-consultants (if any), technical
quality, and monthly progress reports and invoices. This task includes the following activities:
• Develop and submit a brief Project Management Plan (PMP), including project scope, budget
and schedule, and a preliminary project risk register.
• Develop and maintain a Field Work Safety Plan documenting potential field work hazards,
personal protection equipment, and emergency information.
• Conduct a virtual project kickoff meeting, including key consultant staff and Everett staff.
• Maintain the PMP including scope, schedule, and budget.
• Maintain the project risk register and action, issues and decision logs to aid in collaborative
decision making.
• Supervise project staff and manage Consultant team budget and schedule.
• Prepare monthly project status reports. Progress reports will identify budget status, progress
status, activities of the previous month, and up-coming activities.
