City of Everett Water Treatment Plant Portal 4 Improvements I Scope of Work <br /> • Cover open channel and vent to atmosphere <br /> • Replace/upgrade electrical equipment <br /> • Improve electrical service to Portal. <br /> • Add mechanical ventilation system for the room and/or channels (assume no heating <br /> required) <br /> • Install flow control valves with remote monitoring and operation. Evaluate condition and <br /> capacity of existing valves, actuators, telemetry, and PLC system. <br /> • Replace/upgrade instrumentation (level elements/transmitters in channels). <br /> Basis of Design and DOH Project Report <br /> • Contact the Washington State Department of Health to refine expectations and schedule for <br /> submittals to DOH for project approval. <br /> • Develop a Basis of Design Report(BODR) that also meets the requirements of a project report <br /> defined by the DOH Water System Design Manual (June 2020). The BODR will define the design <br /> criteria for structural, process mechanical, building mechanical, electrical, and instrumentation <br /> and controls disciplines. <br /> • Conduct workshop with Plant Staff to review the basis of design for the Portal 4 improvements. <br /> Everett Responsibilities <br /> • Provide input on the recommended improvements. <br /> • Review and provide comments on the BODR/DOH project report. <br /> • Participate in site visit and workshop. <br /> • Provide additional as-build drawings or plant records as necessary. <br /> Task Assumptions <br /> • Survey will not be required for this level of design. Electrical service improvements will be <br /> sketched on Google Earth for conceptual level purposes. If it is decided to provide a new <br /> electrical conduit to the Portal 4 building, possibly via a new route, this will require an <br /> amendment to include survey. <br /> • Geotechnical will not be required for Portal 4 improvements. <br /> Meetings <br /> • One site visit to field verify site conditions. Assume conducted by 6 BC staff with a duration of 2 <br /> hours on-site. <br /> • Workshop listed above. Assume attended by 7 BC staff, with a duration of two hours. <br /> Work Products <br /> • A draft and final BODR/DOH Project Report summarizing the design criteria and parameters for <br /> the project(maximum 25 pages). <br /> Task 400 Preliminary and Intermediate Design <br /> Activities/Approach: Develop design documents for improvements to Portal 4 based on the <br /> recommendations from Tasks 200 and 300. Specific task activities include: <br /> • Develop technical specifications. <br /> • Coordinate technical specifications with City provided Division 0 and 1 specification. <br /> • Develop design drawings,to include the following sheets: <br /> (1) Cover <br /> (1) Sheet index <br /> Page 4 of 6 <br />
