Task 3 Planning Scenarios <br /> Task Objectives: <br /> Essential to the community outreach and a well-informed Council decision is to ensure there are three <br /> equally defined pathways: <br /> 1.) Move ahead with the adopted Everett Transit Long Range Plan Growth option <br /> 2.) Move ahead with consolidation with Community Transit (the Unified option) <br /> 3.) No action—sales tax rates are not increased <br /> To ensure each alternative is defined so that people have some essential overview of service each <br /> alternative will include for each planning milestone period, 2024 and 2036, a network description and <br /> descriptive statistics, such as miles, hours, buses, service plan, and frequency. Beyond that each <br /> alternative will also be defined by overall metrics of transit mobility in the community including: <br /> • %of Everett population within % mile of transit service <br /> • %of Everett population within % mile of high quality'transit service <br /> • %of Everett priority population within% mile of transit service <br /> • %of Everett priority population within % mile of high-quality transit service <br /> • %of Everett jobs within % mile of transit service quality frequency transit service <br /> • #of jobs available to Everett residents within 30 minute transit ride <br /> • %of Everett residents with 15 minute reach of Sound Transit service <br /> • %of Everett residents trips to locations outside of Everett that require a transfer <br /> • %of Everett residents living within 1/2-mile of transit with weekend service provided for at least <br /> 12 hours per day, with a maximum 60-min. headway <br /> • Transit travel time reach (see example below)from seven locations within Everett—Everett <br /> Mall, Seaway Transit Center, Everett Station,2 College Station, Mukilteo, Silver Lake,South <br /> Everett Park and Ride (locations subject to further discussion) <br /> Future projections of local and regional population will be taken from PSRC projections and will be held <br /> constant among all three alternatives. <br /> 'High quality will be defined as part of the project, but will be a combination of frequency at different times of the <br /> day,span of service and days of service. <br /> 2 Project will assume for all future scenarios that Link light rail service will terminate at Everett Station. <br /> Page 10 of 17 <br />
