The need of the neighborhood, district, or City for a proposed special property use. <br />Staff Response: The Applicant proposes to rebuild and modernize an existing special <br />property use. The Everett School District has concluded that the proposed modernization of <br />North Middle School would better serve the District's programmatic and educational goals. <br />2. The adequacy of streets, utilities and public services required to serve a proposed use. <br />Staff Response: Rainier Avenue, 24th Street, and 26th Street have curb, gutter, and <br />sidewalks. All necessary utilities to support this use are located at the project site. The <br />streets, utilities, and public services are adequate for this proposal. <br />3.
