Construction permits, inspections and final approvals are required for this project from City <br />of Everett Permit Services. <br />2. A Demolition Permit must be obtained at the Permit Counter prior to any demolition on -site. <br />In addition, all existing water services connected to buildings to be removed will need to be <br />capped at the back side of the existing meter and a Utility Permit for side sewer cap -off must <br />be obtained with the demo permit to cap the sewer at the property line prior to demolition of <br />the building. <br />3. A Public Works Permit is required for this project. Detailed drawings in accordance with the <br />City's current Design and Construction Standards and Specifications for Development <br />manual <br />shall be submitted to the Public Works Department, showing site parking layout per standard <br />drawing #340, landscaping, utilities, storm drainage, temporary construction erosion control, <br />and all required improvements in the public right-of-way. Public Works Department <br />approval of these drawings is required prior to any permits being issued. All improvements <br />shall be completed, approved and warranted before the Occupancy Permit is issued/final <br />approval is granted. <br />4. The construction plans must be designed from a site survey performed by a licensed State of <br />Washington land surveyor. <br />5. Temporary erosion control measures for construction activity must be operational prior to <br />commencement of any clearing or earthwork. <br />6. Stormwater shall be managed in accordance with City of Everett Stormwater Management <br />Standards current at the time a complete building/public works permit application package is <br />submitted to the City for review. <br />7. Treatment for surface water discharge to the combined sewer is not required, however the <br />synthetic turf is considered a pollution generating surface that could result in contamination <br />of groundwater. The project will need to provide treatment (sand layer, soil amendment, or <br />document that the existing soils are suitable in accordance with Vol III Section 3.4.2), or <br />prove that the field will not infiltrate. For determining infiltration rates, either the in -situ pilot <br />infiltration test per the Ecology manual or the infiltration rates that would result from tables <br />9.1 and 9.2 of the City's 2010 Stormwater Management Manual may be used. <br />8. A new capital facility fee policy will be replacing Interim Policy 2-11 for surface water <br />management in the combined sewer area.
