<br />Page 10 of 47 <br />SECTION 2 - SPECIFICATIONS <br /> <br />2.1 INTENT <br />The intent of this contract is to provide required maintenance to preserve the condition and capability of <br />the HVAC systems and equipment to enable the system to provide the intended thermal comfort, <br />efficiency, and indoor air quality for each facility. Services include preventative maintenance, inspection <br />and minor repair services for heating, ventilation, and air conditioning (HVAC) systems, refrigeration <br />compressors and associated hardware and software at all city building facilities. Minor repairs are <br />defined under the definition for Corrective Action. <br />2.2 DEFINITIONS <br />Except as provided below, all words in this Section shall be given their ordinary and customary meaning. <br />Technical terms shall be given their customary meaning within the context of the HVAC industry. <br />Building Management System (BMS): an energy management system relating to the overall operation of <br />the building in which it is installed. It often has additional capabilities, such as equipment monitoring, <br />protection of equipment against power failure, and building security. It may also be a direct digital <br />control (DDC) system (programmable computer or microprocessor equipment executing the HVAC <br />system operation) where the mode of control uses digital outputs to control processes or elements <br />directly. <br />City: refers to the City of Everett (“COE”), located in Washington State. <br />City Facilities: refers to the locations work is to be performed. <br />Code Requirement: this term means all applicable requirements of the City of Everett Municipal Code <br />(EMC) Title 16, along with any applicable codes including, but not limited to, International Mechanical <br />Code, International Plumbing Code, and International Energy Conservation Code. EMC Title 16 can be <br />found here: https://everett.municipal.codes/EMC/16 <br />Contractor: refers to the entity awarded the City’s HVAC Maintenance and Repair Services Contract. <br />Corrective Action: Work required to restore systems or equipment to an acceptable condition. Under this <br />contract, work is limited to repairs under $10,000.00. <br />Equipment: An assembly of machines and components in a logical manner that work systematically to <br />provide an intended, conditioned environment for the facility. <br />Frequency: Interval in which inspection and maintenance task occurs. <br />Inspection: Assess the condition of the equipment and components. Inspection is used to establish and <br />determine if corrective action is required for the equipment to perform within acceptable operation. <br />Maintenance: Work performed to preserve equipment performance and condition. <br />Acceptance of Work Signature: City authorized signature signifying the work performed by contractor is <br />acceptable <br />2.3 MAINTENANCE SCHEDULING <br />The contractor will schedule site visits for maintenance, which will not conflict with City of Everett <br />operations, its employees or customers.
