<br />Page 11 of 47 <br />Upon award of a contract, the City will identify the appropriate City staff as the contact person for <br />Facilities, Water Filtration Plant, Water Pollution Control Facility, and Parks Department. <br />The City of Everett and the awarded contractor will establish a “site servicing” schedule within thirty (30) <br />days after Notice to Proceed. The agreed upon schedule will be based on the site maintenance <br />specifications and service frequency. The scope of work and service schedule will be used to ensure that <br />the sites receive the appropriate and expected level of maintenance on a consistent basis. <br />The City reserves the right to change or alter the established work schedule at any time given its business <br />needs. <br />2.4 WORK HOURS AND PRICING <br />Normal working hours at City of Everett facilities is 6 a.m. to 5 p.m. The Contractor will provide a normal <br />working “straight time” hourly rate for those established normal working hours. In the event work is <br />requested for “off” hours, the Contractor will provide a “premium hourly rate” for those “off” hours. <br />Premium Hourly Rate for this solicitation is any work performed outside of normal business hours of 6 am <br />– 5pm, or in excess of 8 hours per day, 40 hours per week, and during the weekend or <br />holidays. Afterhours, weekend, and holiday work must be preapproved by the City of Everett Facilities <br />Manager or site designee. The rate for any such work will be paid at the Premium Hourly Rate contained <br />in Contractor’s Bid Submittal l and in compliance with Washington State Department of Labor and <br />Industries (L&I). <br />(a) All prevailing wage work as identified by Washington State Department of Labor and Industries (L&I) <br />that is performed on a Holiday that is identified for the classification of the work performed as <br />assigned by L&I. <br /> <br />Billable labor time begins when the contractor has checked in with the appropriate City contact person as <br />defined in Section 2.22 Maintenance Scheduling <br />2.5 EMERGENCY SERVICE <br />When emergency HVAC service or corrective action is required at any time for the City of Everett, the <br />contractor must be able to respond to a call out within one (1) business day. <br />If the awarded contractor is unable to respond to the emergency call for HVAC service or correction, the <br />City reserves the right to contract the emergency work with another qualified contractor. <br />2.6 MANDATORY CONTRACTOR RESPONSIBILITY <br />As required by RCW 39.04.350, as amended, before award of a public works contract, a bidder must meet <br />the following responsibility criteria to be considered a responsible bidder and qualified to be awarded a <br />public works project. The bidder must: <br />a. At the time of bid submittal, have a certificate of registration in compliance with chapter 18.27 <br />RCW; <br />b. Have a current state of Washington unified business identifier number (UBI); <br />c. If applicable, <br />1. have industrial insurance coverage for bidder’s employees working in Washington State <br />as required in Title 51 RCW; <br />2. an employment security department number as required in Title 50 RCW;
