• <br /> June 9, 2021 <br /> Chris Collier stated he would review questions and respond back to the Council. <br /> He invited council members to contact him through Council Member Vogeli or to <br /> email him directly. <br /> In relation to the severity of the housing market and the sequencing of strategies <br /> and follow up, Council Member Murphy spoke about the development incentive <br /> study that was mentioned and questioned whether the City should be looking at <br /> development incentives in the short term rather than medium term and what <br /> funding might be required. He also expressed an interest in obtaining more <br /> information about the Community Land Trust concepts mentioned in the medium- <br /> term strategies. <br /> Deputy Mayor Harper stated that the City is exploring ways to encourage density <br /> without requirements on the developer. <br /> Council Member Bader spoke about the impacts of State legislation related to the <br /> number of unrelated people living in one home, and he expressed an interest in <br /> • learning what new challenges this may present for Code Enforcement. He also <br /> asked about the impacts of potential annexation on zoning or housing plans. <br /> President Stonecipher asked about the trigger point where a community might <br /> consider an inclusionary zoning approach that would require a portion of housing <br /> to be built as affordable housing to keep up with the needs. She also expressed an <br /> interest in a future analysis of the City's incentives and how they have been <br /> utilized. <br /> Yorick stated additional information will be presented to council members at a <br /> future date. <br /> Rethink Transit Phase 2 Final Report and Project Update <br /> Presented by Tom Hingson, Everett Transportation Services <br /> Considerable discussion took place regarding the level and cost of transit service. <br /> Council Member Tuohy expressed an interest in moving forward now to prepare <br /> a recommendation before the end of the year. <br /> • <br /> 7 <br />
