F. For a motion to prevail, it must receive an affirmative vote of a majority of those voting except: <br />1) In the case of a passage of an ordinance, grant or revocation of a franchise or license, and <br />any resolution for the payment of money, it must receive the affirmative vote of at least a <br />majority of the whole membership of the Council (4 vote minimum - Section 3.3 of the <br />Charter); <br />2) In the case of an emergency ordinance made effective upon becoming valid, it must receive <br />the affirmative vote of at least a majority plus one of the whole Council (5 vote minimum - <br />Section 3.4 of the Charter); <br />3) In the case of a budget amendment ordinance when there is a proposed decrease within any <br />portion of the total appropriation provided for in any one fund or a re- appropriation of the <br />same fund for another purpose, it must receive the affirmative vote of at least a majority <br />plus one of the whole Council (5 vote minimum - RCW 35.33.121(5)). <br />SECTION 11: COUNCIL SUBCOMMITTEES. <br />A. Purpose. The City Council establishes subcommittees to provide members of the City Council an <br />opportunity to review and discuss in detail issues and topics that are of interest to the City <br />administration and the City Council. <br />B. Standing Subcommittees. The following standing City Council Subcommittees are established: <br />1) Budget and Finance. This subcommittee shall be primarily responsible for matters relating <br />to City related fiscal issues, including but not limited to budget, appropriations, income and <br />revenues, and the auditing of expenditures and claims. <br />2) Public Safety. This subcommittee shall be primarily responsible for matters relating to the <br />City's public safety, including police and law enforcement, fire protection, code <br />enforcement, animal control, and the municipal court. <br />3) General Government. This subcommittee shall be primarily responsible for matters <br />involving City governmental affairs, labor and employment, public works, utilities, planning <br />and community development and all other City related governmental services not otherwise <br />assigned to committees. <br />The summary of responsibility above is representative and not meant to be an exhaustive list of <br />matters that may be assigned to the subcommittee. <br />C. Assignment of Issues to subcommittees and ad hoc subcommittees. The City Council president <br />or a majority of the City Council shall assign specific issues to the appropriate standing <br />subcommittee and may also create ad hoc subcommittees to address issues as needed. The Mayor <br />may recommend to the Council president that any particular issue be assigned to a standing <br />subcommittee or to an ad hoc subcommittee. Any action creating an ad hoc subcommittee shall be <br />in open session at a regular City Council meeting or at the annual retreat. When an ad hoc <br />subcommittee is created, the council shall also designate an end date when the ad hoc <br />subcommittee shall cease operations, provided that the President or a majority of Council may vote <br />to have the ad hoc subcommittee continue its work to a future date.
