L. Minutes and recording of subcommittee meetings. Minutes shall be maintained for subcommittee <br />meetings. Subcommittee meetings shall also be televised in the same manner as regular city council <br />meetings. <br />M. Reports of proceedings. The Chair of each subcommittee shall summarize the work of the <br />subcommittee at the City Council meeting that immediately follows the subcommittee meeting, <br />including recommendations by the subcommittee. Any such recommendations shall also be <br />included in in the subcommittee minutes. After the presentation by the chair, the other members of <br />the subcommittee shall be allowed to provide any supplemental information including any <br />dissenting opinions. The Chair may also prepare a written summary of the work of the subcommittee <br />but is not required to do so. If a written summary is prepared, other members of the committee are <br />allowed to prepare a written summary of any additional information, including any dissenting <br />opinion, which shall be attached to the report by the chair. <br />SECTION 12: ANNUAL RETREAT. <br />A. Annual Retreat in January. Every year in the month of January, the City Council shall hold a retreat. <br />The retreat shall be within the city limits of Everett. The date for the retreat shall be selected by the <br />currently designated President of the City Council no later than December 1. The President shall <br />seek to select a date so that all Councilmembers or as many as possible may attend, including any <br />Councilmember-elect. <br />B. Purpose. The purpose of the retreat is to set the Council agenda for the coming year, to review <br />Council procedures and organization, and consider other matter as appropriate. The retreat is <br />intended to provide an informal setting to encourage candid and creative discussions, and may <br />include discussions with the Mayor, Administration, and City Departments. <br />C. Action to Be Taken at Retreat. The council shall not take final action on any ordinance or resolution <br />at the annual retreat. The council may take action in the form of making subcommittee <br />assignments, creating any ad hoc subcommittees, adopting goals for the upcoming year and other <br />action related to how the council will conduct business during the upcoming year. <br />D. Participation by Administration and City Staff. The Mayor or the Mayor's designee shall have a <br />standing invitation to attend to make a presentation on significant issues the Mayor foresees <br />should be addressed in the upcoming year. Administration is free to have whichever staff <br />members it so chooses to attend. To the extent the Council deems certain staff members as <br />important to attend, the Council President will coordinate any such request through the City <br />Administration. <br />E. Public Attendance. The Retreat is an open public meeting subject to the Open Public Meetings Act <br />and shall be noted according to the procedures for noting a special meeting. Members of the public <br />may attend but no open public comment period will be provided. <br />F. Report. After the retreat, the City Council President shall prepare a report summarizing the issues <br />during the next year the City Council identifies as significant. Minutes shall also be taken. <br />8 <br />
