PROJECT SUMMARY
In the space below, provide a one-paragraph (150 words or less) summary of your request and
what it will accomplish. If your request is part of a larger project, you may briefly describe the
over-all project. However, please focus your answer on the specific element for which you are
requesting funding.
Since 1985, the Jetty Island Days program has run from July 5th through Labor Day and is an
important partnership between the City of Everett, the Port of Everett, and Snohomish County.
Summers on Jetty Island are a Snohomish County tradition, signaling the beginning of summer
and offering access to the warmest waters north of California in a pristine nature preserve.
Jetty Island has become a destination for kite boarders, stand up paddleboard enthusiasts,
kayakers and families who want to enjoy a day at the beach. Kite boarders from around the
region come to the island to learn, practice, and compete. This island paradise draws visitors of
all kinds, from adventurers to families. Many of these visitors patronize shops, restaurants, and
hotels throughout the county. In 2019, we tracked over 1,000 visitors traveling from over 50+
miles to enjoy Jetty Island. Jetty Island's economic and cultural impact in Snohomish County is
extraordinary.
The specific request of funding for$12,696.42 is for supply and program costs for tourist
activities on the island. The City of Everett Parks Department will provide nature walks, arts &
craft events, educational classes, special events and camp fires on the island to attract visitors.
SCOPE OF WORK
Fully describe the project. Expand your project summary to address such issues as: what it is
you plan to do; the tangible and intangible benefits to the community; visitor impact; how will you
evaluate project success; would this project take place without TPA assistance; what methods
have you used to project the overnight figures; additionally what methods will you use to report
on overnight claims after the fact? If you are requesting funds for a specific portion of a larger
project, please so state, but focus your response on the element for which you are requesting
funding. The scope should be under 1,000 words. Be brief and brilliant but include any
supplemental materials as attachments if needed.
Jetty Island Days operates from July 5th through Labor Day. This event has been operating annually since 1985,with the exception of 2020. This
program will move forward with or without TPA assistance, however,we feel that Jetty Island Days has a much wider draw than just Everett,or just
Snohomish County. Parks has collected data through our reservation process and has seen visitors from Denver,Salt Lake City,Phoenix,Portland
and British Columbia. Snohomish County has developed an online reservation process that will capture zip code data from all visitors. We believe that
at least half of visitors from over 50 miles away will be staying in overnight accommodations when they visit Jetty Island.
The City of Everett is facing budgetary concerns and the Parks Department sustained cuts of over 15 staff positions in 2020,which have not been
replaced. Parks is working hard to collaborate with partners and seek grant opportunities so we can continue to provide Jetty Island Days for County
residents and the 1,000+visitors who come from over 50+miles away to experience Jetty Island.
The City of Everett contracts with Argosy Cruise Lines to provide ferry service from the Port of Everett to Jetty Island. During the busiest times of
summer, the Queens Launch makes four trips an hour to and from the island and is the only means of access for people who do not own their own
watercraft. In 2019,the Queens Launch transported 30,025 people to and from Jetty Island. The contract to operate the ferry is the largest expense
for the Jetty Island program. For 2021,the Port of Everett has agreed to reimburse the City of Everett for the entire ferry expense. To offset this cost,
the Port of Everett,in partnership with Snohomish County, will be operating an online reservation system that will sell ferry tickets for$3 per person.
This reservation system will guarantee seating on a specific ferry, which will be a new convenience for visitors. All revenue collected from ferry tickets
will be remitted directly to the Port of Everett. In an effort to make sure everyone gets to experience Jetty Island,Everett Parks is partnering with
Snohomish County to provide over 300 free passes for low income residents who qualify. A truly successful season for us would mean that everyone
who wants to experience Jetty Island gets to,and everyone who visits has a fun and safe experience.
The City of Everett is seeking TPA funding assistance for the programming supply costs that will help attract visitors to Jetty Island. Programming will
include daily guided nature walks with a Park Ranger, campfires with smores every Saturday night, arts&craft events every Saturday and Sunday,
beach clean-up events, sandcastle contests, and educational classes with Beach Watchers and Sound Salmon Solutions. While the sand and surf are
plenty to attract visitors to Jetty Island,we believe the unique programming once they are on the island will truly make their experience one to be
remembered for a lifetime.
