• <br /> 411 <br /> 12. The proposal is not anticipated to significantly increase attendance at the church or at <br /> church programs. Because of this,City Traffic Division Staff estimated that the <br /> improvements would generate a net increase of 1.95 PM peak hour trips,which increase <br /> is not anticipated to adversely impact the surrounding transportation network. A traffic <br /> mitigation fee would be required prior to building permit issuance. No improvements to <br /> the existing street system are required. Exhibits 1, 6, and 9. <br /> 13. The Fire Department reviewed the proposal and submitted recommended conditions to <br /> ensure compliance with applicable fire protection requirements. Exhibit 9. <br /> 14. Planning Staff indicated that stormwater runoff from the proposed addition and paved <br /> parking areas would be required to be managed in accordance with current standards, <br /> which are from the 2012'Stormwater Management Manual for Western Washington. A <br /> landscaped rain garden is proposed to address stormwater runoff,which would be <br /> reviewed during Public Works permit review. Water, sewer, and other utilities already <br /> serve the property. Staff noted that while Snohomish County PUD service to the <br /> property may require upgrades, utilities and public services would be adequate to serve <br /> the proposed addition. Compliance with all building, fire,mechanical,and site <br /> development codes would be confirmed through the building permit(church addition) <br /> and Public Works permit(parking lot)processes. Exhibits 1 and 9; Teresa Weldon <br /> Testimony. <br /> 15. Exterior lighting would be required to be shielded to minimize glare onto surrounding <br /> properties. Trash would be required to be contained and screened within the building or <br /> within an approved gated enclosure outside. Planning Staff noted that construction <br /> would cause noise and dust,which could temporarily disturb neighboring properties,but <br /> that adherence to Washington State Department of Ecology best management practices <br /> for storm water management would minimize these disturbances. After construction is <br /> completed,the proposed improvements are not expected to result in nuisances or adverse <br /> impacts to surrounding properties. Exhibit 1. <br /> 16. At hearing,Applicant representatives testified with regard to the benefit to the <br /> community that would be provided by approval of the proposed project. The church <br /> addition and parking improvements would be available for the benefit of church <br /> members who generally live in the neighborhood. Also,the church performs community <br /> service and provides community events, all of which would function better with the <br /> improvements. The events include a back pack give-away and school supplies drive, _+ <br /> clothing give-aways, and a food pantry that serves people from the community daily,not <br /> all. of whom attend View Ridge Community Church.
